2018-26: Add Value to Last High School Attended Section in Apply

Problem / Issue

The CCCApply Steering Committee has requested the following change be made to the Education page in the Standard Application.  This change may or may not be approved for the International Application, and is currently under review by the International Application sub-committee.

The issue is that middle school/Junior High School students are not represented in the "Last HS Attended" section of the application which is causing confusion for many students in special admit programs when applying. The committee has requested that the following logic should appear:
IF College Enrollment status = "Enrolling in high school (or lower grade) and college at the same time" AND "HS Education Level = "Will be enrolled in high school (or lower grade) and college at the same time" THEN display an additional radio button/value in the subsequent section "Last High School Attended" called: 

Proposed Solution

1. Change the section label for "Last High School Attended" to "Last School Attended"

2. IF student is a Special K12 Admit* (attended/attending high school (or lower grade) and college at the same time) THEN

   1. display an additional radio button and response option to the Last School Attended section for:  "I attended a lower grade than high school"

   2. add a database value to hs_attendance field for:  "I attended a lower grade than high school."

3. If the applicant selects "I attended a lower grade than high school." then Do Not show the High School Finder - default to display:

   1. HS Country

   2. HS State

   3. School Name

   4. School City
      NOTE: Ensure we can do this. Explore our options so that this doesn't cause any data field disasters...Per the Steering Committee, they want us to incorporate middle schools into our High School Look-Up table but Tim VETOed that.  We don't have middle schools in our CDE or CEEB lists, so we should default to the "My school is not in the list" fields display.

4. Do Not display the Eleventh Grade question or the "High School Transcript Information" section 

5. Do Not display the College Education Level or Colleges Attended section

   1. Ensure we can collect "null" for these two fields 

   2. Add logic to determine if the applicant has attended college or university in the past or not:

      1. IF the user selects either of the following options from the "Enrollment Status" question:  (1  = First-time student in college (after leaving high school) OR (Y = Enrolling in high school (or lower grade) and college at the same time), THEN:

      2. Do not display:

         1. College Education Level status question

         2. Colleges Attended section

         3. Any of the higher education/college questions that appear only if the student has attended a college/university previously

Proposed Change Specifications

Add a new value to the Last High School Attended question for middle schools (I attended a lower grade than high school).

Also, the High School Transcript Information section AND the colleges section (College Education Level and the complete Colleges Attended section) should not display.

Notes

Once complete, the "Last High School Attended" section should look/read like this:

Last School Attended

 I attended high school.

 I was homeschooled in a registered homeschool organization.

 I was independently homeschooled

 I did not attend high school and was not homeschooled.

 I attended a lower grade than high school.
