2018-29: Add Alternate College SPAM Alert Email Field

Problem / Issue

Cabrillo College - during UAT session - requested we implement an additional alternate email field for the Spam Filter Alert emails.

Configurable on the timing of when these emails are sent - would like it to be more frequently so they aren't waiting all day to get notified that spam is in there. 

Proposed Solution

This would be a future enhancement change.
