Release Summary
Release focus: With a focus on the ID Verification for All initiative, the updates to the integrated verification processes and spam filter enhancements being deployed in this release work in tandem with the OpenCCC verification workflow enhancements being implemented in OpenCCC v.3.10 release, and both must deploy simultaneously.
What’s New
This release is focused on improving how applications are processed and managed in support of the new ID Verification for All policy. Enhancements were made to expand CAP Administrator capabilities and tighten behaviors around ID verification and fraud status workflows.
ID Verification Required for California Community Colleges Applicants
Effective October 1, 2026, adult applicants for admission to the California Community Colleges system will be required to have their identity verified through an approved online process or via local in-person verification before a submitted application is delivered to the college from the statewide admission portal (CCCApply or CCCStart). Verification may occur through a student-facing digital verification prompt, secure pathway-based data sharing, a special admission process, or local in-person verification when needed.
Applicants age 17 and younger will continue to have an avenue to opt-out of the identity verification requirement.
Fraud Status & Spam Filter Updates
Applications Submitted by Unverified Adults Prevented from Automatic Delivery to College: Applications submitted by unverified, expired or never verified adult users (age 18 and older) will now be held (suspended) in the spam filter - and not automatically delivered to the college regardless of fraud score and status - until the student’s identity becomes Verified via one of the online verification services or is Staff Verified locally by the college using the Account Verification tool.
Email Notification About Suspended Applications: An auto-email notification will now be sent alerting students that their application has been suspended and will not be delivered to the college until they become verified. The email includes links and steps to complete verification.
Suspended Applications Automatically Released Upon Verified Status: Applications held in the fraud or spam process are now automatically released once the applicant completes identity verification, reducing manual follow-up.
Prevent Delivery of Suspended Application After Term Ends: Applications tied to a college term that has already closed will no longer be delivered when a fraud or spam status changes afterward, preventing outdated applications from being sent.
Applications submitted by verified or staff-verified adults will continue to be subject to the normal fraud prediction and delivery processes. Colleges will retain manual control over reviewing, releasing, and updating suspected and suspended applications through the spam filter and Account Verification tools.
Minor Students: All applications completed by minors will automatically be delivered to the colleges. The colleges can then encourage the student to verify their identity using the ID.me service or an authorized staff at the college can manually verify the student’s identity using the Account Verification utility.
CAP Administrator Enhancements
The Account Creation tool now prevents account creation when a future birthdate is entered in both single-account and multi-account creation flows.
The Account Verification screen now includes an option to clear search results, helping staff avoid leaving student information visible on screen after a lookup.
Bug Fixes & Other Updates
Fixed an issue that prevented some students from receiving application confirmation emails after submission.
Resolved an error on the My Applications page that could appear after a survey form did not complete successfully for a submitted application.
Updated the banner logo for Taft College for Standard, International, Noncredit, and CCPG applications.
Fixed visibility issues in the internal Helpdesk system related to blocked and disabled user accounts.
Summary: CCCApply 6.27.0 strengthens applicant ID verification handling, improves college-facing account creation and verification administration, and delivers several reliability fixes that support more secure fraud prevention workflows.
CC Promise Grant Application - 2027-2028 Annual Update
The CC Promise Grant online application has been updated for the 2027-2028 application year with updated income thresholds and tax year values.
What’s New:
As mandated by the CCCCO to align with the FAFSA application dates, the online CC Promise Grant application for colleges on the Summer to Spring academic_year cycle, will see the 2027-28 application “open” or start being available to students on October 1st of the preceding application year (in this year’s case, 2026). The 2027-28 Summer to Spring cycle will continue to display through December 31, 2027. This change to the new application year’s “open” date results in having two CCPG applications available to students between October 1, 2026 - December 31, 2026 (Summer to Spring academic cycle only):
2026-2027 CCPG application is available through December 31, 2026.
2027-2028 CCPG application will be “open” on October 1, 2026 through December 31, 2027.
The new 2027-2028 Income Levels have been implemented;
The 2027-2028 tax year = 2025
The 2027-2028 CC Promise Grant Online Data Dictionary will be published on October 1, 2026.

Our Commitment to Prioritizing Fraud Prevention Efforts
The CCCTC is committed to identifying and mitigating application and financial aid fraud across all Student Success Suite systemwide technology applications, including OpenCCC, MyPath, and CCCApply. For security reasons, all fraud prevention activities and development are never shared publicly outside of the CCCTC Private Fraud/Spam Support Group.
Authorized CCC staff may request access to the private fraud/spam support group by sending an email request to CCCTC Staff Support at staffsupportccctc@openccc.zendesk.com.
Pilot Testing: ID Verification for All Process
The Pilot environment is a sandbox environment for colleges to preview upcoming releases and test custom configurations.
Colleges can preview the new ID verification enhancements using their college-branded CCCApply Pilot application, or using the CCCApply Pilot Test College. To use your own college-branded pilot application, replace the last three digits of the Pilot Test College URL link above (MIS ZZ1) with your unique college MIS code. Remember to update both the link text and the URL. We appreciate your time and value your feedback!
CCCStart colleges can also use their pilot college environments to test these enhancements.
Quick Steps to Get Started
Sign in to the CCCApply Pilot Test College or your college CCCApply or CCCStart pilot test environment with your existing OpenCCC pilot account (using a valid email address and password) or create a new account.
Note: When creating a test account, include a real email or mobile phone number you can access for MFA authentication every time you log in.A one-time use security code will be sent to your email inbox or mobile phone, based on the method you set up for your test account to receive your code.
Enter the code on the Security Code page, and click Next.
On the CCC Students are Required to Verify Their Identity page, click Verify with… or Verify Later, depending on the workflow you wish to test. Follow the prompts to verify your identity with CA DMW Wallet or IDme or to Decline Verification.
Following successful ID verification (or after declining verification), you will be automatically directed to your CCCApply or CCCStart application page (if you started from your college CCCStart pilot environment).

Data Access and Delivery
No data access or data delivery changes were made in this release. The information below provides general information about CCCApply data access and delivery.
SuperGlue for Apply
As new features and functionality are developed for CCCApply and other systemwide technology applications, it may be necessary for colleges to upgrade their existing Superglue College Adaptor schema to the latest version. For information about the Superglue College Adaptor and your current schema version, please contact your College Experience Manager at Enabling Services for assistance.
Data Warehouse Access
All CCCApply and Student Success Suite data fields are ultimately stored in the CCC Data Warehouse which can be accessed directly via the Data Warehouse Direct Access Connection service and/or, for authorized admins and staff, through the Data Warehouse Report Server.
