Release Summary
This OpenCCC release (v.3.10) includes important updates to identity verification processes, OpenCCC account creation and recovery, and several bug fixes that improve the student experience and reduce avoidable support issues for colleges.
Release focus: With a focus on the ID Verification for All initiative, the workflows and user interface updates needed for the student verification requirement in this release work in tandem with the fraud processing changes and the spam filter enhancements being implemented in the CCCApply release (v.6.27) and both releases must deploy together.
Update: ID Verification for All will be live to all students in production on October 1, 2026.
Support for the ID Verification for All Requirement
Intended to help protect student data and continue our battle against application and financial aid fraud, this release, in tandem with the CCCApply (v.6.27) release, addresses the new CCC systemwide identity verification for all policy - requiring adult applicants (age 18 years and older) to verify their identity through one of the online verification services* or through one of the approved trusted pathways before their application will be delivered to their college.
CCCStart colleges are also included in this OpenCCC change. OpenCCC is the CCC systemwide student account system for both application systems.

This policy change will take effect for all adult users on October 1, 2026.
To implement this new policy, enhancements were made to both OpenCCC workflows and CCCApply administrator systems; thus both releases will deploy together. On the OpenCCC side, the following enhancements and changes were made to the existing account creation, account recovery and ID verification processes:
Workflow Changes
All adult applicants (age 18 and older) will be prompted to verify their identity. Verification is no longer optional.
Submitted applications will NOT be delivered to the college if the student is not verified or staff verified.
Adult students can still verify later but their application will be held until they successfully verify.
Unverified students will receive an email notification if their application is suspended.
Minor students are not presented with the identity verification options page
International students and non-California residents should use IDme to verify, or be manually verified by their college.
California residents may use either approved verification service (DMV Wallet, IDme) or may verify in-person at their college
All submitted applications will still be processed for fraud.
Updates to account profile information will require the student to re-verify their identity. A message is displayed.
Important: Users must first sign-in to their OpenCCC account prior to verifying with an online verification service

FAQ: Verifying Your Identity - for Students
ID Verification for All policies and updates will be live in production beginning October 1, 2026. Adult applicants, age 18 years and older, will be required to verify their identity before their application for admission will be delivered to their college.
Applications submitted by minors (age 17 and younger) will be automatically delivered to your college regardless of verification status. Colleges may then encourage the minor student to verify their identity using ID.me or an authorized staff member can manually verify the student’s identity using the Account Verification utility.

User Workflow Changes for ID Verification
This release continues the work to support broader, more consistent identity verification messaging and workflows for all adult applicants in the OpenCCC system, including users who may not have a traditional verified identity on file. The goal is to make the verification requirement more clear, more flexible, and better aligned with student-facing workflows across the system.
Verification Flow for Adult Applicants
Adult applicants age 18 and older are now required to verify their identity before their submitted CCCApply or CCCStart application(s) will be delivered to a California Community College. Following their initial account creation, and/or after account login, adult students who are unverified, or have an expired verification status, are presented with the verification options page with updated language affirming the new identity verification requirement.

The Verify Later link and Decline Verification warning language informs the student that their application will not be automatically delivered to the college
Submitted applications from unverified or expired applicants will be released and delivered after the student successfully verifies or re-verifies.
Students who decline to verify will see a message warning that their submitted application will not be delivered to their college until they complete the verification process:
Verification Flow for Minor Applicants
Students age 17 and younger (minors) are not required to verify their identity and therefore are not presented with the identity verification options page. All CCCApply and CCCStart applications submitted by a minor will continue to be evaluated for fraudulent activity as usual; however, applications submitted by minors will not be automatically held (suspended) if the student is not verified.
Verification for International Applicants
Similar to minors, the workflow for international students are not subjected to the ID Verification requirement, submitted applications are not prevented from automatic delivery.
Bug Fixes and Other Improvements
Improved handling of verified account updates: including a fix for errors that could occur when a verified user updated last name and SSN information.
Incorrect expired verifications: An issue was fixed that was causing some verified accounts to expire early.
Phone number validation: Added support for the new 369 area code so students can enter, edit, and save affected phone numbers successfully.
ZIP code entry: The zip code field now allows nine digits (ZIP+4) to improve accuracy of student data
Password reset: Resolved an issue where users resetting their password could be unable to see the related email step correctly.
Account creation: Fixed an issue where a new account could not be created unless a phone number was provided.
Error handling: Improved handling of error responses so failures are detected properly instead of silently affecting downstream data processing.
Updates Colleges May Notice
Most changes in this release designed to improve reliability behind the scenes, but colleges may notice the following student-facing impacts:
A separate SMS opt-in experience has been implemented for students to better understand and manage Consent for text message notifications.
Clearer identity verification messaging to the overall user experience.
Fewer input validation issues when students enter their contact and address information.
Improved reliability during account creation, password reset, and verification-related updates.
Better support tooling for college and service-desk teams assisting students with account issues.
Security enhancements were made to the DMV account recovery process.
Less likelihood for CCCIDs to be invalid due to a number formatting error when creating an account.
When changing account information such as a password, users now receive a confirmation email in addition to on-screen confirmation.
Our Commitment to Prioritizing Fraud Prevention Efforts
The CCCTC is committed to identifying and mitigating application and financial aid fraud across all Student Success Suite systemwide technology applications, including OpenCCC, MyPath, and CCCApply. For security reasons, all fraud prevention activities and development are never shared publicly outside of the CCCTC Private Fraud/Spam Support Group.

Pilot Testing: ID Verification for All Process
The Pilot environment is a sandbox environment for colleges to preview upcoming releases and test custom configurations.
Colleges can preview the new ID verification enhancements using their college-branded CCCApply Pilot application, or using the CCCApply Pilot Test College. To use your own college-branded pilot application, replace the last three digits of the Pilot Test College URL link above (MIS ZZ1) with your unique college MIS code. Remember to update both the link text and the URL. We appreciate your time and value your feedback!
CCCStart colleges can also use their pilot college environments to test these enhancements.
Quick Steps to Get Started
Sign in to the CCCApply Pilot Test College or your college CCCApply or CCCStart pilot test environment with your existing OpenCCC pilot account (using a valid email address and password) or create a new account.
Note: When creating a test account, include a real email or mobile phone number you can access for MFA authentication every time you log in.A one-time use security code will be sent to your email inbox or mobile phone, based on the method you set up for your test account to receive your code.
Enter the code on the Security Code page, and click Next.
On the CCC Students are Required to Verify Their Identity page, click Verify with… or Verify Later, depending on the workflow you wish to test. Follow the prompts to verify your identity with CA DMW Wallet or IDme or to Decline Verification.
Following successfuly ID verification (or after declining verification), you will be automatically directed to your CCCApply or CCCStart application page (if you started from your college CCCStart pilot environment).

Data Access and Delivery
No data access or data delivery changes were made as a result of this release. No action is required by colleges with this release. The information below provides general information about CCCApply data access and delivery.
SuperGlue for Apply
As new features and functionality are developed for CCCApply and other systemwide technology applications, it may be necessary for colleges to upgrade their existing SuperGlue College Adaptor schema to the latest version. For information about the SuperGlue College Adaptor and your current schema version, please contact your College Experience Manager at Enabling Services for assistance.
Data Warehouse Access
All CCCApply and Student Success Suite data fields are ultimately stored in the CCC Data Warehouse which can be accessed directly via the Data Warehouse Direct Access Connection service and/or, for authorized admins and staff, through the Data Warehouse Report Server.
