CA DMV Wallet Identity Verification Integration
Introduction
A new third-party student identity verification service has been implemented into the OpenCCC Student Account and CCCApply Application systems. DMV Wallet mobile Driver’s License (mDL) enables direct, self-service identity-proofing software into our existing CCC account and application workflows.

Overview and Benefits of DMV Wallet with mDL
DMV Wallet with mDL supports all California residents with a valid CA driver’s license (including those with AB 60 driver’s licenses). This additional verification system helps local Admissions and Records (A&R) and financial aid staff to focus their time on the applicants and students who need extra support, such as minors, those who prefer in-person verification, and those who cannot easily prove their identities.
DMV Wallet with mDL provides a trusted pathway for students to securely verify and protect their identity information in accordance with federal standards. Additionally, mDL is approved for use to verify identity at TSA checkpoints when traveling by air, providing additional incentive for students to get verified with mDL.

As per privacy laws, new and existing students will have an option to opt-out of ID verification. If a student opts out, they must verify their identity manually by contacting their home college.
ID.me is still an approved verification system, but applicants will also have the option to use the CA DMV Wallet with mDL. Students who have trouble verifying their identity with CA DMV Wallet can switch to ID.me verification by following the directions in the CCC ID.me Verification Page.
The Identity verification step is a part of the OpenCCC student account system and the CCCApply applications system, allowing colleges to capture provable personal information to confirm the student’s legal identity. New and returning students still have the option to opt out of identity verification.
How Students Use DMV Wallet with mDL
New and existing students over age 18 are encouraged to verify their identity as part of the CCCApply application process. This verification step comes immediately after the new student creates their OpenCCC student account or an existing student signs in to their OpenCCC account, and before they begin filling out an application.
New, First-Time Students
Following account creation, new applicants are presented with the CCC DMV Wallet Verification screen where they are encouraged to proceed to DMV Wallet to verify their identity or decline the verification process at that time and continue to the application.
When adding a photo of your driver’s license to your DMV Wallet account, it may take a few tries before the DMV Wallet will accept your photo.
Following this decision point, the appropriate verification status value and timestamps are stored. If the student chooses to decline at this point and continue to the application without initiating the DMV Wallet process, their verification workflow status will be null (blank) and no values are stored with the application data.
Returning Students
Returning students who have an existing OpenCCC account without completing the one of the verification processes (ID.me, DMV Wallet, or Manual Verification through their home college) will encounter the CCC DMV Wallet Verification screen the next time they sign in to their OpenCCC account and attempt to submit a new application.
The CCC DMV Wallet Verification page does not display if the student has successfully verified their identity with DMV Wallet or have been staff verified.
Proceed with Verification (Opt-In)
If the student chooses to proceed with DMV Wallet verification, they are presented with a QR code that will help them get started with the DMV Wallet verification process.
The student must have the DMV Wallet app installed in order to use the QR code.
Once the student has followed the steps to add their driver’s license to their DMV Wallet, it may take some time before the student receives their verification notification.
Already have an DMV Wallet account? Students who have an existing DMV Wallet account should simply sign in to re-verify or complete the verification process.
Successful Verification
Once the student has verified their identity with DMV Wallet, they are routed back to CCCApply or their intended application or service. Once returned, if they find that their CCC application session has timed out, they may need to sign back in to their OpenCCC account through the college’s CCCApply application link to continue their application session. They should see a “Verified” status in their account profile and will not have to re-verify for the next 12 months (or a change is made to their existing identification).
DMV Wallet Account: Once a student completes the initial process they will have an account with DMV Wallet. To re-verify, all they need to do is proceed to DMV Wallet and sign in to their account.
Decline Verification (Opt-Out)
If the student chooses not to verify their identity, they will be prompted to confirm this decision on the Decline Verification screen or return back to complete the verification process. This modal informs students that if they decline to verify their identity at this point, their access to financial aid may be limited or delayed moving forward.
If the student confirms that they want to decline to verify, they are routed to the application or service they originally intended to access.
Note: Students who choose not to verify their identity (opt-out) may proceed to their intended application or service; however, a “null” or blank verification status will be stored for the student in the system. This status will prompt the system to re-engage the student each time they sign in to OpenCCC or CCCApply. Currently, the student will always have the option to decline this process; nevertheless our goal is to encourage students to protect their personal information.
Updated OpenCCC Account Information
For instances where the personal information entered by the student during the OpenCCC account creation process does not exactly match the information verified during the DMV Wallet process, some DMV Wallet values will overwrite the values that the student entered in to OpenCCC.
The information that DMV Wallet expects to match exactly, including case tense and spelling, are:
Legal First Name
Legal Last Name
Date of Birth
If this happens, OpenCCC will display a message onscreen the next time the student logs in to their OpenCCC account profile indicating that some profile information may display differently than the values they originally entered before successfully verifying their identity with DMV Wallet.
The message reads, “Some values on your Profile may have changed, depending on what information you provided during the identity verification process. Please note that if you need to make changes, it may affect your verification status. You can re-verify at any time, if necessary.”

Primary & Secondary Identity Verification Documents
DMV Wallet provides information on the primary and secondary Identity verification documents that may be required when a student attempts to verify their identity through the self-service option or in person at a qualifying DMV office. These documents follow NIST identity verification standards.
Primary User Flow Process
To facilitate the ID verification process, a series of screens guide the student through signing into or creating their OpenCCC account, or updating their account profile information, depending on the different use cases.
