Social Security Number (or Taxpayer ID Number)
The Social Security Number is used as a means of identifying student records and to facilitate financial aid.

The Social Security Number is required to claim tax credits for higher education costs known as the American Opportunity Tax Credit in accordance with the Taxpayer Relief Act of 1997.
Federal law requires the California Community Colleges to provide specific information to the Internal Revenue Service (IRS) for the purpose of filing an information return (IRS Form 1098-T “Tuition Statement”) for each student in attendance, with a few exceptions.
The information required by the IRS includes the student’s name, address, Social Security Number (SSN) or Taxpayer Identification Number (TIN/iTIN), and enrollment status, as well as the amount of tuition paid or billed, and scholarships received. (26 C.F.R. 1-60505-1(b)(2)(ii).)
Failure to provide a correct Social Security Number or TIN while claiming tax credits for specified education expenses may result in a penalty levied against the student by the IRS in the amount of $100, per year, until the missing or incorrect information is provided (26 C.F.R. 1-60505-1(e)(4)).
In addition, California Education Code sections 68041 and 70901(b)(7) authorizes the California Community Colleges Chancellor’s Office (CCCCO) to collect information you submit through the OpenCCC Online Student Account and CCCApply Online Application for Admission for the purposes of completing and submitting California College admission applications and financial aid on your behalf.
Further, information acquired by the CCCCO is subject to the limitations set forth in the Information Practices Act of 1977 (Title 1.8 (commencing with Section 1798) of Part 4 of Division 3 of the Civil Code). Compliance with these laws is identified in the Privacy Policy.

SSN Exception Question (below): The checkbox question below (SSN Exception) does not appear to the user unless he/she checks the No SSN checkbox in the question above - basically indicating that they won’t be providing an SSN at this time. At that point, we display the SSN Exceptions question (shown below) to determine if the user is one of the valid exceptions or if they just decline to provide an SSN at this time.

Social Security Number
Your designated programs may require your SSN for institutional or federal financial aid forms.

If you have a U.S. Social Security number you are required to include it on admission application form to all CSU campuses pursuant to Section 41201, Title 5, Code of California Regulations and Section 6109 of the Internal Revenue Code. CSU campuses may use the Social Security Number to identify your student records maintained in your association with the campus and, if needed, to help collect debts owed the university.
If you have qualified for Deferred Action for Childhood Arrivals (DACA) from the United States Citizenship and Immigration Services and subsequently been issued a Social Security Number, please enter the number below. If you don not have a Social Security Number at the time you file the application, you many leave the item blank and the campus will assign a temporary number. However, you should obtain a Social Security number, unless you are prohibited by law from doing so, and submit it to the university by the time you begin enrollment. Failure to furnish your correct Social Security number may result in the imposition of a penalty by the Internal Revenue Service.
Also, the Internal Revenue Service requires the university to file information returns that include the student's Social Security number and other information, such as the amount paid for qualified tuition, related expenses, and interest on educational loans. That information is used to help determine whether you/or a person claiming you as a dependent, may take a credit or deduction to reduce federal income taxes. Failure to comply with this requirement may result in a $50 penalty, assessed by the IRS under Section 6723. SSN Language in UC Application
Social Security Number
f you have a valid Social Security Number (SSN) — for instance, because of immigration proceedings — enter that on the application.
If you have an SSN for work purposes (usually through DACA), use that where the application asks for an SSN.
If you don’t have a valid SSN or SSN for work purposes, but do have an Individual Tax Payer Identification Number (ITIN), use the ITIN in place of an SSN on the application.
If you don’t have a valid SSN, SSN for work purposes, or ITIN, leave this item blank.
Make sure that the number you use on this item in the application is the same as the SSN or ITIN you enter on your Cal Dream Act Application.
