Bug Fix: Resolved "Proposal ID Already Exists" Error During Control Number Assignment
Fixed an issue where generating or assigning a new control number failed with a validation error stating that the Proposal ID already exists. Users can now successfully assign and process new control numbers for existing proposals without encountering duplicate ID conflicts.
