New "Highest Grade Completed" Replacement Field in the High School Transcript Information Section (Multiple Measures) in CCCApply

A new question and data field is being added to the High School Transcript Information section in the Standard Application, the conditional section on the Education page that collects self-reported math and english courses taken and grades received.

The Highest Grade Completed question is replacing the existing question, "Completed Eleventh Grade", in order to gather more specific data from high school applicants applying to a California Community College.  

With this enhancement, the multiple measures student placement records generated by Educational Results Partnership (ERP) will also be enhanced to generate placement records using this new data.

The new data field behind the Highest Grade Completed question, <highest_grade_completed> will be added to the Glue for CCCApply 6.7.0 data for colleges using SuperGlue, as well as the CCCApply Download Client, for colleges still using the download client and XML files.
