About ID.me

ID.me provides a trusted pathway for students to securely verify their identity in accordance with federal standards. Additionally, IDme specifically provides the same technology used for identity verification and fraud reduction currently used across 37 state agencies and 15 federal agencies, notably:

  • California Employment Development Department

  • U.S. Department of Veterans Affairs

  • U.S. Internal Revenue Service

  • U.S. Social Security Administration

Note: ID.me is in use across other California state systems. Over 8 million Californians already have a verified ID.me account. They need only to log in to their existing ID.me account for application verification.

The vendor selected to provide the technology for this endeavor is ID.me Verification Software, which was selected via an RFI process managed by the Chancellor’s Office, with input from college stakeholders and technology security experts.

ID.me verification software is already being used to confirm user identity and reduce fraud in major state and federal government agencies, including the California Department of Motor Vehicles (DMV), Health and Human Services, CA Labor/EDD and the federal IRS, which means that millions of Californians have already completed the verification process and would need only log in to their existing ID.me account for CCC application verification.

ID.me identity validation software:

  • Validates all student-reported, student-supplied evidence for genuine and correct identity.

  • Verifies that the claimed identity exists in the real world

  • Associates the student's claimed identity with the real person supplying the evidence

  • Ensures proofing and authentication captures data appropriately, supporting effective enrollment

  • Resolves identities into a single, unique identity within the user population

30% of Californians have an existing ID.me account! These students, and all returning students who have already verified through the ID Verification flow will take this pathway.
