Overview & Tool Purpose
The OpenCCC Administrator tool enables California Community Colleges administrators and staff to create and verify a CCCID account on behalf of a student. This service is provided strictly to authorized college staff for the purpose of supporting students who are unable to complete the standard self-service processes such as incarcerated or formerly incarcerated students, unhoused students, and/or students with limited technology / internet access.
Using this tool, staff can:
Create CCCID accounts on behalf of one or more students,
Search and review existing CCCID accounts,
Manually ID verify one or more student identities.
It is important to implement business and security processes for collecting, handling, and storing the personal data when using the OpenCCC Administrator. Recommendations for some of these processes are provided in the OpenCCC Administrator: College Recommendations & Best Practices.
Policy Note: Administrative intervention in areas such as account creation, identity verification, and application submission should only be utilized for students who cannot complete the standard self-service workflow processes or when identity flags require administrative resolution.

User Authorization
Access to the OpenCCC Administrator is restricted to authorized CCC college and district staff to ensure the privacy and security of student data.
Requesting Access: To request authorized access, submit an email request to CCCTC Staff Support with the information below. Upon approval, you will be contacted by the Staff Support team for additional information.

Using the Account Creation Tool
Prevent Duplicate Accounts: Before creating a new account on behalf of a student, check to see if they have an existing account already by searching for their CCCID, SSN, or Email address on the Account Verification screen. Learn how in the Student ID Verification section.
Single Account Creation
Use the Add OpenCCC User process to create an OpenCCC account and generate a unique CCCID on behalf of an individual student.
Navigate to the CCC Administrator > Applications > OpenCCC Administrator and select the Account Creation link from the menu bar. The Add OpenCCC User screen will display for single account creation.
Complete all required fields using the student's personal and contact information. Whenever possible, confirm the student’s information through legal documentation and/or physical presence, if available.
Click Save to create the new account or Cancel to quit the process.
Reminder: Upon saving, the system will create the account and generate a unique CCCID on behalf of the user, with the temporary password and/or proxy email address.

Important: The “use temporary password” field - a backend setting - defaults to TRUE when using the single account creation process.
Multi-Account Creation
The multi-account creation process allows the college to upload a list of students information using the template. Each row represents one student. When the spreadsheet is imported, the tool will either generate a new student account and CCCID or identify if an account already exists in the system with the matching information. If an account exists, - a new account will not be created and the response will include the user’s CCCID.
Note: Colleges may include an internal student ID or other unique college identifier in the Notes column for additional matching in their systems.
Step-by-Step Process
Click the Multi Account Creation link in the OpenCCC Administrator.
First time process: Click the Download Template button to download the bulkAccountCreateTemplate.csv formatted template.
Populate the file rows with the required information, ensuring strict adherence to the formatting guidelines (detailed below). Save the file to a local drive.
When you’re done adding details in the spreadsheet, click the Upload File button to import the file. The system will process the records asynchronously.
Once the process is finished, click the Download Results button to retrieve the processed file of new and/or updated accounts.
When creating an account on behalf of a student, use as much of their current, actual information to support the most efficient account recovery.
To prevent the additional password reset requirement following the initial Sign in, set the “use-temp-password” field in the upload file to FALSE.

Note: To prioritize security and privacy of student personal identity information, SSN data default values are added for all new accounts created via the multi-account creation process following SSN integration with OpenCCC in September 2025.
About the Upload Process
What happens during the upload process?
Each row in the bulkAccountCreateTemplate.csv file should represent a single, unique student user. The personal information provided must be as true and accurate as possible, and all OpenCCC account requirements must be included. The data column order is important and noted in the header row.
All columns must be populated except the columns named ‘status’, ‘message’, and ‘cccid’; those columns should be empty upon upload.
As each row of user data input is processed, the ‘status’, ‘message’, and ‘cccid’ columns will be set.
If there is an error, then the ‘status’ column will display ‘Failure’; otherwise the ‘status’ column will display ‘Success’.
Upload file rules and processes
For the purpose of processing the bulkAccountCreateTemplate.csv file multiple times, the following rules and procedures may apply:
The “use temporary password” field currently does not override a previously processed upload.
Skip input row if cccid has a value, which indicates an account has already been created for the user. Note: This allows the administrator to “fix” a CSV file for failed rows and then re-submit the same document.
If a CCCID is present for a row, then new account creation is bypassed. This allows the administrator to edit the results file and re-submit (upload) again.
Staff Tip: If staff is creating an account and submitting an application on behalf of a student, set the “use-temporary-password” to False to avoid an immediate password reset when you sign in after account creation. This can only be set to False using the multi-account upload process.
Error Messages
After the upload process is complete and the results are downloaded, the ‘message’ column will display an error message if the account creation failed. One message will be returned per user row, for example:
