Non-Credit Application Feature Enhancements
Discussion: What are the MVP "must have" changes required for June 2019, and Beyond
Majors & Major Categories in the Non-Credit Application
- Required field
- Colleges configure custom Majors/Programs in the Administrator
- College Majors/Programs are the same across Standard & Non-Credit
- Currently there is no way to implement separate Majors menu/fields in the Standard & the Non-Credit;
- All Majors/Programs will appear in both apps
- Implement a tag/toggle in the "Add/Edit Major" modal to identify if a Major/Program should ALSO appear in the Non-Credit App
- Implement logic that will only display the Majors that have the Non-Credit tag in the NC App. (NOTE: This means that these Majors/Programs would also appear in the Standard, but would ONLY appear in the Non-Credit app)
- Optional field / filter
- Colleges add custom categories in the Administrator and tag Majors with them
- Category filter menu Only appears in the Applications if one or more Categories exist
- Currently there is no way to implement separate Category feature in the Standard & the Non-Credit;
- All Categories will appear in both apps
- Disable the Major Category filter in the Non-Credit App
- Basically, the "Non-Credit tag" toggle would serve as the filter in the Administrator.
- Only the Majors/Programs with the NC tag will display in the "Majors/Programs" menu in the Non-Credit app.
Supplemental Questions in the Non-Credit Application
- Optional; Supplemental Questions are not required to be used
- Colleges configure supplemental questions in an XML file and upload in the Administrator
- Colleges must configure the questions using XML code
- Only one page of Supplemental Questions can be active and displayed at any one time
- There's no way to schedule when Supp Questions display; the display specs are set in the Administrator and it's either Active or Inactive
- Currently there's no way to separate or differentiate Supp Questions page for the Standard vs. Non-Credit applications; If one page is uploaded and enabled, it will appear for both applications by default;
Proposed options:
- Disable Supp Questions completely in the Non-Credit Application for now (for June) and build in custom feature logic in the next version of CCCApply (2020)
- Add logic to the Supplemental Questions XML code that would also show a question in the Non-Credit application IF tagged or flagged for Non-Credit (in the XML question code). . In other words: All Supplemental Questions will display in the Standard Application, but only the questions that have coded tag for the Non-Credit will appear in the NC application. The Supp Questions page must have one or more "tagged" questions for Non-Credit for the page to appear in the Non-Credit.
- Show an (active/enabled) Supplemental Questions page in the Non-Credit Application ONLY if one or more of the questions have the NC tag. Otherwise the entire page is hidden.

Notes:
Ensure our Standard Application paper version is ADA compliant. Per Catherine Frost, Contra Costa College, they are saying it's not ADA compliant. Get in front of Sean Keegan for verification and if we need to update it.
Change Requests Proposed during the CCCApply Redesign Workgroup update discussion:
- Implement logic that will auto-direct applicants to MyPath after they submit a CCCApply application. This change is for colleges using MyPath ONLY . Ensure that the Back button cannot return the user to CCCApply or Account and that their session has ended (timed out) to ensure privacy of the applicant. (shared computer terminals, etc.)
- Remove the Step Forward link (displaying as "Keep Moving > " from the Links & Opps page for ALL users
- Continue working moving the Consent to Release mechanism to the beginning of the application.
- Add a survey to the Abandonment email or somewhere - asking for feedback on why they abandoned the application. Great suggestion.
- For research purposes, review *Google analytics data to determine if colleges are lingering on this page (Review Application) OR if we know if students are going back to fix or change anything? Look into it.
- Another suggestion is to zip up the Review App page and give students the option to view the Review the page.
- Expand the request to remove the Review Application page and combine that with the other change request to combine the Consent & Submission pages. “Language should include “it’s recommended that you review your application” (See CR# 2018-28: Combine Review App, Consent & Submission pages in CCCApply )

Overview of Objectives/Agenda:
- Review current residency algorithm logic and look at each question to determine if we are still in compliance with state, local & federal regulations.
- Patty directed everyone to the CCCApply Standard Application Data Dictionary - Residency Areas A, B, C, D
- RDD - Thinking outside the box - Could we petition the state or BOG to standardize the RDD (annual RDD? twice annually RDD?
- Concern: Students who are within days of residency determination and this would penalize them. Feedback from Contra Costa is that this would not work for them.
- Mitch Leahy, Santa Rosa: Pick a date (say, July 1st) we'd have one set date that would give us flexibility to implement ONE system-wide application, benefiting the student greatly by simplifying the application process across colleges. Mitch also said that Omid has expressed interest in this, as it would streamline application process. There is definitely
- What about TWO dates per year? Or one application for the Academic Year, which is shared across colleges.
- Feedback: We need to see data on this before moving forward. There was concern that a broader discussion is required. But how?
- One common application, it would affect our ability to collect Supplemental Questions
- Concern: Students who are within days of residency determination and this would penalize them. Feedback from Contra Costa is that this would not work for them.
Feedback: From Elias Regalado, if this was to go forward, we'd need to petition for statutory change: Ed Code 68023 and Title V (it would be a Statutory Change 66023) Title V: 54002 - The RDD is the day immediately preceding the opening date of instruction.

- Revise the "Citizenship" section label to "Citizenship/Immigration Status"
Minor: Update the labels of data fields to include "visa/alien reg" because both of these statuses share the same data fields
Change the wording of your emails - you've been classified as a "possible California resident"
PROBLEM: Students Coded as Non-residents in Error
In the scenario where a student is in the country but out of status or in the process of applying for residency:
Problem: Students are getting coded as non-resident, when they are not.
Get the wording to the emails from Larry at Crafton College - that explains process and coding.
Using the language "you're a "possible resident" - here's what you need to do and/or submit to get through the process."
Crafton Hills College mentioned that by changing some of the language in their email messages (triggered by rules) they have resolved and/or avoided many of non-resident status determinations
DACA Work Permits - a lot of students have work permits
Add DACA value under the citizenship status to the list
DACA students are allowed to establish residency with work permits.
A work permit itself does not denote residency
We don't have an option for C-33 which is a DACA. They have to come in and show us their Employment Authorization Card
Talk to the CO about adding DACA to the citizenship question; it is a legal status and we have to identify them somehow.

Most colleges are finding this out in the supplemental residency questionnaire.
If DACA is selected - C-33 Issue Date, Expiration Date, and whether it's a C-33 or not.

Ed Code specifies that AB540 has to be a form, but Natalie said she would look into it -

There is some Adult Ed, coursework, non-credit, etc. - so instead of complicating CCCApply further - but CCCApply could make students aware of AB540 and/or gets them to contact the Admissions Office
AB2365 - can't charge fees to dual enrollment
If part-time special admit and excludes non-immigrant would not apply (mandatory exemption)
Can we use CCCApply for AB540 self-certification? It's a digitally signed (electronic signature) -
The current AB540 law includes more than what we've been flagging students in Apply,
If we move AB540 out of CCCApply, we could remove the two AB540 questions below the HS Comp Date - this would affect the AB540 logic
But there is push back - many colleges use those two questions

Below is a list of issues and concerns that were identified prior to the meeting and we only briefly discussed these in detail. We did decide, however, that we were going to send these - and any additional concerns that you may have - to the Chancellor's Office for official response. Michael Quiaoit attended the meeting and agreed to review any concerns and provide response as soon as possible.
Issues & Concerns about AB 3101 Residency Exemption for Noncredit Applicants
In order to comply with AB 3101...
If noncredit students are exempt from residency classification at the time of application, then...
- What is their official residency status?
- Are colleges supposed to automatically classify them as a non-resident?
- What are the tuition fees should they be charged?
- If we are not determining residency classification, how does this impact apportionment?
- Are noncredit students included in apportionment?
- Are students allowed to transition to credit while they’re taking non-credit courses?
- If yes, would they have to submit a new application before transitioning to credit? (We discussed at the meeting...Yes)
CCCApply Response: Allow the student to re-apply using the Standard Application if they transition to credit status to get a residency status. The restriction in CCCApply that currently prevents a student from submitting more than one application to the same term at the same college has been removed ONLY for students who have submitted a Noncredit application and now need to submit a Standard Credit application in order to determine residency. Auto-population has been confirmed for all previously submitted Noncredit App responses, so the student will only have to answer the two pages of questions that are removed in the Noncredit application (Residency page and the Citizenship/Military page) in the Standard application.
- Should applicants agree to "Terms" that they understand the noncredit status?
- Does CCCApply need to incorporate a disclaimer that noncredit students are completing the non-credit application?
Response: Currently, this requirement was not included in the v.1.0 version, scheduled to release in March 2019

NOTES: Implement an "Application Type" flag that includes:
Data Fields: Ensure that the existing set of Supplemental Question data fields can be used by the Noncredit application as well as the Standard Application so that the college doesn't have to add/create any new data fields for the non-credit app. Ideally, all questions will download to the same Format Definition XML file, regardless of which application the question fields appear in. The college should use care to track which questions are aligned to each download field on a spreadsheet. It is recommended that colleges do not use the same download field for different questions. The "Working with Supplemental Questions User Guide" will include detailed implementation instructions for this feature. For example: If the college has 12 supplemental questions total, but:

The Noncredit Application does not contain the Residency page or the Citizenship/Military page, and the first three questions on the Needs & Interests page have also been removed. The Submission Calculation Service - which calculates the applicant's "Residency Status" - is disabled in the Noncredit Application. In addition, the AB 540 Eligibility algorithm, the Financial Aid Eligibility algorithm, and the Ineligible for Admission calculation services are disabled in the Noncredit Application. This means that the information about whether the student is eligible for AB 540 benefits is not calculated and displayed on the "Special Links & Opportunities" page in the post-submission services process.
So - in answer to your question - Yes, if the student accidentally applies using the Noncredit Application, the college will not be able to determine their residency classification for the purposes of determining tuition, and the student will have to complete the Standard Application for the same term at the same college in order to fulfill the requirements of residency determination.
As discussed during the meeting, and as documented in the Noncredit Application information, the logic preventing a student from submitting more than one application for the same term at the same college has been lifted for transitioning from Noncredit to "for credit" (but not the other way around).

This is an excellent question that I would like to propose be included on our CCC Noncredit Online Application Survey (suggested name). It would be very helpful to have more information about all the different types of noncredit programs across our system, what each of them requires, and what information is provided to their students prior to applying.

Implementing conditional logic in the Supplemental Questions module is something that we have wanted to do for a very long time. Unfortunately the CCCApply budget keeps getting cut back and we have been forced to stretch our "no new features" maintenance budget as far as we can while continuing to meet our primary charter objective of providing a legally compliant online admission application for the California Community Colleges and the 2.5+ million users applying each year.
However, during last year's "Administrator 2.0 Upgrade" - our initial project plan included a complete rewrite to the Supplemental Questions module for the Standard & International Applications. Unfortunately, due to budget cuts and another unforeseen shift in charter focus, we were forced to reprioritize the scope of the Administrator upgrade project, and settle for a "feature parity" product upgrade and prioritize replacing the antiquated PhP-based application with a modern UI and Java backend - to ensure we maintained all of our existing features in the revision.
Nevertheless - we will continue to include (beg for ) requests for continuous improvement funding - including upgrading portions of the Administrator and Report Center - in our annual charter proposals and cross our fingers that we can make small strides in the upcoming years.

Unfortunately, the current version of Spanish hover help is still not working in this version of CCCApply. However, as mandated in AB 3101, we have begun gathering requirements for a CCCApply Redesign - including a new user interface with Spanish (international) translation that is mobile-phone friendly with superior support enhancements (chat capabilities and text messaging). At this time we do not have confirmation that our budget for FY2019-2020 will allow us to begin development - but we are working with a variety of stakeholders (under the guidance of the Chancellor's Office) on the comprehensive redesign specification in anticipation for funding approval. (Spanish translation is at the top of the list!)

Unfortunately no, not in this version of CCCApply. However - one of the key design elements in our plan for the next version is to re-architect the backend of the application into a flexible, universal form engine, which would allow colleges to be able to customize questions, sections, and pages - to some extent. Let's hope we get the funding needed to more forward in this direction.

Great question, Fai. I would add those two new fields - and accommodate your business processes to acknowledge the new Residency Status and Area values specified - in your PILOT environment only through the end of this college pilot phase. We won't be officially releasing the Noncredit Application code to Production until the June release (June 28). The reason being - as we continue to make feature enhancements throughout this pilot phase, there will likely be code changes before the production release.

That's a good thought, but unfortunately I don't see that happening for this version of the Noncredit or Standard applications. The reason is - the award type field doesn't integrate anywhere in the application. It's not used at all now and would require a significant revision to implement that as a filter at this point.

Yes, that is correct. We have lifted the restriction that is in place now for submitting more than one application to the same term at the same college specifically so a noncredit student who has submitted the Noncredit Application can also submit a Standard Application for the same term at the same college - if they need to.
However, the restriction holds for the other process. If a student submits a Standard Application - they will NOT be allowed to submit a Noncredit Application afterwards to the same term at the same college. The reason for this is that the Standard Application should have provided the college everything they need to enroll the student in noncredit. The only exception to this would be - if we implement the change to the Major/Program of Study field - allowing the noncredit application to have different majors or programs of study, the college may need to follow up with the student on which program they plan to enroll in within your noncredit program. Otherwise, they will have provided all the other required responses and shouldn't need to complete a Noncredit application after submitting a Standard app.

So the Noncredit Application is live now in the Pilot environment. Please see the Implementation information - provided several times above - for implementation and setup instructions.
The plan is to work on the remaining "must have" requirements and any other bug fixes identified over the course of this 12 week "pilot project" (not to confuse that with our Pilot environment, sorry) - with plans to deploy the final version to Production - for all colleges - in June (28th).
One suggestion I will discuss with the pilot committee is - after the feature enhancements are completed and deployed - we may decide to allow this group of colleges to beta test the final version in Production with students prior to the June release. That would give us some much needed feedback prior to the production launch. I think this will depend on how quickly we can identify issues and get them resolved over the upcoming weeks.

I need to look into this, Shontel, because as far as I understand we do not have any "district" applications. All CCCApply applications are configured to the college MIS code. It's possible that North Orange has stood up some form of District front page, and I know it's possible for districts to combine the download files at the district level, but as far as students applying through CCCApply, all applications are based on the "college" MIS code.
NOTE: If we have made an exception for North Orange - or if there is a third college MIS code that I am unaware of - then my apologies. You can construct your URL by replacing the three XXX's in the URL template with your MIS code. However, when I tested the MIS code you listed - I did not see a valid application. Let's chat through Support.
