Low-Hanging Fruit Changes
This is the second round of short-term, low-hanging fruit changes approved as part of the CCCApply Redesign Project, guided by the CCC Chancellor's Office in collaboration with the CCCApply Redesign Workgroup. See "Low-Hanging Fruit #1" change request for the first round of changes deployed to the current version of CCCApply in FY18-19.
Business Need
As part of the CCCApply Redesign Project, under the direction of the CCCCO, continue to streamline the CCCApply application with more "low-hanging fruit" changes including implementing skip logic and removing questions, including:
- Remove questions from the Needs & Interests page that are not required by state, local, or federal mandate at the time of application
- Comfortable with English
- Financial Assistance: Are you interested in receiving money...
- Financial Assistance: TANF/CalWorks/SSI
- Reconfigure the Athletic Interest question to be optional and remove as default
- Revise the layout of the Residency page in order to implement skip logic within the Special Residency section
- Add validation to Out-of-State Activities questions on the Residency page to remove questions that are not required for all users to determine residency
- State College Employee
- Public School Employee
- Seasonal Agricultural Worker
- Remove questions from the Education page that are not required for all users based on their enrollment status (implement skip logic)
- College Education Level
- Colleges Attended Section (all colleges attended questions)
CCCApply Redesign Project
Student-centered design in action.
The Chancellor’s Office, the CCC Technology Center, and the Foundation for California Community Colleges, in collaboration with the community colleges and in partnership with ideas42, are redesigning the CCCApply experience with a student-centered approach in mind.
Chancellor's Office Project Name: CCCApply Redesign Project
Stakeholders: CCCApply Redesign Workgroup & Sub-Committees, CCCApply User Workgroup (formerly known as the Steering Committee)
Risks
Scope. Schedule and Budget Deadlines
In order to include one or more of the proposed low-hanging fruit changes in one of the scheduled releases for CCCApply FY18-19, all business requirements must be reviewed, approved in writing by the Requirements Deadlines schedule. Approved requirements will then be estimated (sized) and prioritized against the FY18-19 work plan and budget for development and release.
Proposed Change Requirements
The tables below outline individual change requests submitted for approval to the CCCApply Redesign Workgroup.
Approved changes must meet the requirements deadline schedule for designated release.
Remove Questions from the Needs & Interests Page
# | Description | Proposed Solution / Requirements | Need Requirements |
---|---|---|---|
1 | Remove the "Are you comfortable reading and writing English?" question from the Needs & Interests page for all users |
| Should this question also be removed from the International Application? |
2 | Remove the "Financial Assistance" section and the "Are you interested in receiving information about money for college? question from the Needs & Interests page for all users |
| Should these questions also be removed from the International Application? |
3 | Remove the"Are you receiving TANF/CalWorks, SSI, or General?" question from the Needs & Interests page for all users |
| Should these questions also be removed from the International Application? |
4 | Reconfigure the Athletic Interest section to be an "opt-in" question that can be removed from the Needs & Interests page for some usersin Standard Application, or can remain/display for colleges that opt-in to use it for Title IX purposes. |
| In-Scope FY18-19: Medium size effort to remove from App as a configurable data form element for users; Out-of-Scope FY18-19: Large-sized effort - includes all of the work listed above AND the work to add an opt-in/out with a toggle in the Administrator. Requires CAP UI/UX engineer. |

Revise and Remove Questions from the Residency Page
# | Description | Proposed Solution / Requirements | Need Requirements |
---|---|---|---|
1 | Revise the layout and the order of questions on the Residency Page for all users |
The layout should be:
| |
Current Residency Page | Current Residency Page - Top Section Current Residency Page - Bottom | ||
This is how it looks with the two sections switched | |||
2 | Revise the format of the "Out of State Activities" questionsChange the format of the four separate Yes/No radio button Out-of-State Activities checkbox questions to One question with four checkbox response options. | Combine the four separate Yes/No radio button questions into one question with four checkbox response options. This way the user doesn't HAVE to answer these questions unless they pertain to them.:
Background & Reasoning
| Development estimating notes: If we change the format of each OOS question from radio buttons to checkboxes - keep all existing conditions and validation - this change has been estimated to be MEDIUM For Reference Only: The fields in the Out-of-State Activities section include: <ca_outside_tax> No changes are proposed to these fields. |
Current Out-of-State Activities Section Format | Current Layout of Out-of-State Activities Questions Currently, there four Yes/No questions that must be answered by all users. | ||
New. Proposed Out-of-State Activities Question Changes | Proposed Out-of-State Activities Question Checkboxes The new format includes one question with four, optional checkbox response options. The allows the user to skip the question unless it pertains to them, eliminating the "required response" requirement for each radio button. This is the new proposed layout, which only requires a response IF the user has one or more out-of-state activities to report. Proposed Out-of-State Activities Question - Year Field If the user has one or more out-of-state activities (= checks one of the boxes), all the currently existing conditions, logic and validation remains the same. If user selects one of the responses, a textbox appears requiring the user to report the year of the most recent out-of-state activity. These conditions will persist in the new format. Proposed Out-of-State Activities - Minor Language As with all residency related questions, if the user is a minor, the question text is revised to pertain to the parent or guardian of the user. | ||
3 | Hide 3 questions in the Special Residency section unless applicant reports one or more Out-of-State activities within 2 years of the RDD.Hide (do NOT display) the State Employee question unless the applicant responds YES to one or more Out-of-State Activity responses within 2 years of the RDD.
|
Background Info Once the layout changes have been made to the Residency page, skip logic can be added so that the first three questions in the Special Residency section are hidden unless the user reports one or more out-of-state activities. The three special residency questions are currently optional (not required) and only pertain to the user if they are first identified as a non-resident due to their response in the out-of-state activities section. If the three questions are displayed, they will appear in their current position - all three of them - within the Special Residency section, just as they do now. If they do NOT display, the Homeless Youth and Foster Youth questions will be the only questions displayed in that section; they required - for all users. NOTE: No change to the Homeless Youth or Foster Youth questions is proposed. These two required questions will continue to display in the "Special Residency" section for all users, and there is no proposed change to current conditions or validations. | |
3a | Hide the "State College Employee" question in the Special Residency section If the question is displayed, there should be no change from the current question or data element conditions or validation. | Hide the "State College Employee" question in the Special Residency section on the Residency page by default unless one or more Out-of-State Activity responses is YES within 2 years of the RDD. Reference: Details of the State College Employee question Are you or your spouse a full-time employee of any of the following colleges/universities? 1. California Community College 2. California State University or College 3. University of California 4. Maritime Academy [radio button] Yes [radio button] No ca_college_employee | |
3b | Hide the "Public School Employee" question in the Special Residency section If the question is displayed, there should be no change from the current question or data element conditions or validation. | Hide the "Public School Employee" question in the Special Residency section on the Residency page unless one or more Out-of-State Activity responses is YES within 2 years of the RDD. Reference: Details of the Public School Employee question Are you a full-time credentialed employee of a California public school enrolling in college for purposes of fulfilling credential-related requirements? [radio button] Yes [radio button] No ca_school_employee | |
3c | Hide the "Seasonal Agricultural Worker" question in the Special Residency section If the question is displayed, there should be no change from the current question or data element conditions or validation. | Hide the "Seasonal Agricultural Worker" question in the Special Residency section on the Residency page unless one or more Out-of-State Activity responses is YES within 2 years of the RDD. Reference: Details of the Season Agricultural Worker question Have you been employed as a seasonal agricultural worker for at least a total of two months in each of the past two years? [radio button] Yes [radio button] No <ca_seasonal_ag> | |

Revise & Hide Questions on the Education Page
# | Description | Proposed Solution / Requirements | Need Requirements |
---|---|---|---|
1 | Revise the Education page: Hide college questions on the Education page by default for all users | Hide the following college questions on the Education page by default for all users until the user's College Enrollment Status is selected.
| |
2 | Revise the logic in the College Enrollment Status field to show/display the College Education Level & Colleges Attended questionsAdd skip logic to the Education Page to hide Colleges Attended questions IF the student is a First Time Student in College |
1 = First-time student in college (after leaving high school) THEN, Hide the College Education Level & all Colleges/Universities Attended fields(Col1-4) and all other conditions, validation logic 3. IF the user's response is one of the following: 2 = Transfer student from another college (Keep existing logic) 3 = Returning student to this college after absent for a main term (Keep existing logic) Y = Enrolling in high school (or lower grade) and college at the same time THEN, SHOW the College Education Level & all Colleges/Universities Attended fields (Col1-4) and SHOW all other current condition, validation and other field logic | |
ANOTHER POSSIBLE CHANGE not included in the current change request group is to expand on the change request above by adding, | Proposed additional logic change to College Enrollment Status field: If College Enrollment Status is "First-time student in college (after leaving high school)" OR "Enrolling in high school (or lower grade) and college at the same time" then DO NOT DISPLAY the following questions/sections:
If College Enrollment Status is “Enrolling in high school (or lower grades) and college at the same time” THEN applicant is prompted to confirm whether they've previously attended college or not: “Is this the first time you have attended college while in high school (or lower grades)?". If Yes, DO NOT DISPLAY the college education or colleges attended section. If No, then DISPLAY the questions. [radio button] "Yes, I confirm that I have attended college while still in high school (or lower grade) before.” [radio button] "No, I have never attended college while in high school (or lower grade) before." |

Pop-Up Help: | The "Have you ever been in Court Ordered Foster Care?" question link opens the following pop-up help: You have been in foster care if you were removed from your biological family through an order by a court, which can include placement with foster parents, in a group home, or with relatives/extended family members. If you were living with relatives you must have been placed through the foster care system by an order of the court. Foster Care includes, but is not limited to, placement in out-of-home care under the supervision of the Juvenile Probation Department. As long as you were placed within the foster care system by order of a court, you were in foster care. Having a legal guardian does not necessarily mean that you have been in foster care. If you need assistance with determining whether you were in foster care, you can contact the California Foster Care Ombudsman's office at (877) 846-1602 or fosteryouthhelp@dss.ca.gov. The "When did you exit foster care?" link renders a help pop-up which reads:
You 'aged out/emancipated' from foster care if you exited foster care on or after your 18th birthday. If you need assistance with determining when you exited foster care, you can contact the California Foster Care Ombudsman's office at (877) 846-1602 or fosteryouthhelp@dss.ca.gov.
You 'exited the foster care system before your 18th birthday' if you were returned to the custody of your biological parents, entered a legal guardianship (with relatives or nonrelatives) or were legally adopted before your 18th birthday. If you need assistance with determining when you exited foster care, you can contact the California Foster Care Ombudsman's office at (877) 846-1602 or fosteryouthhelp@dss.ca.gov.

Pop-Up Help: | Levels of College Sports California Community Colleges generally offer the opportunity to participate in sports at various levels, though not all colleges offer sports at all levels. At the highest level, intercollegiate teams (also called ‘varsity teams’) represent the college in competition against other colleges, typically in conferences under the authority of the California Community Colleges Athletic Association (CCCAA). For more about this level of college sports, see the website for the CCCAA (www.cccaasports.org{hyperlink opens in another tab/window}) and the college’s website. {Replace ‘the college’s website’ with ‘the <CollegeName> website (<URL/hyperlink>)’ if feasible}. Intramural and club sports allow students to participate at a less rigorous level than the intercollegiate teams and/or to play a sport for which the college does not field an intercollegiate team. In intramural sports, several teams from the college play each other in college-sponsored competitions. In club sports, the clubs are sanctioned by the college but make or find their own opportunities for competition. |
