Revise & Remove Questions from the Residency Page

#Change Request DescriptionProposed Solution / RequirementsNeed Requirements
1

Remove/Hide the first three questions from the Special Residency section for all users by default

Why hide these questions?

  • These questions are not required for all applicants;
  • These questions are intended to provide special eligibilities for applicants identified as "non-residents" or at risk of being "non-residents" or "possible residents".
  • Skip logic to display these questions is proposed in Residency Requirement #3 below.
  • Data shows that less than 3% of applicants are responding Yes to any of these questions.

REQUIREMENTS:

  1. Hide the first three questions in the Special Residency Categories section for all users, by default:
    1. Hide the "State College Employee" question
    2. Hide the "Public School Employee" question
    3. Hide/ the "Seasonal Agricultural Worker" question

If the user has reported one or more Out-of-State Activities within 2 years of the RDD, these hidden questions will be displayed and a response is required.

If NO out-of-state activities are reported in the previous section, then do not show the hidden questions and store a "Null" value in the database for each of them.

2018 Data
Below are the percentages* of “Yes” responses to the first three Special Residency questions:

CA College Employee = 2.6%
CA Public School  = 2.8%
CA Seasonal Ag Worker  = 2.6%

*Based on 2,451,319 applications submitted by 12/15/18

Additional Change Specifications:

  1. Group these three questions together and HIDE all three of them by default
  2. Add validation logic to hide or show these three questions as a group if user selects one or more Out-of-State activities and the most recent year is within 2 years of the RDD.
    1. All change specifications apply to these questions as a group.
      1. Hide the "State College Employee" question by default unless one or more Out-of-State Activity responses is YES within 2 years of the RDD;
      2. Hide the "Public School Employee" question in the Special Residency section on the Residency page unless one or more Out-of-State Activity responses is YES within 2 years of the RDD;

      3. Hide the "Seasonal Agricultural Worker" question in the Special Residency section on the Residency page unless one or more Out-of-State Activity responses is YES within 2 years of the RDD;

Background Info

The benefit of these special residency questions to the user and the college, is to provide a user who is possibly not a California resident a special residency offer "possible non-resident" users with who are at risk of being offer special consideration are optional (not required) and  pertain to the user if they are first identified as a non-resident due to their response in the out-of-state activities section.

The Homeless Youth and the Foster Youth questions ALWAYS display and each requires a response by all users.

NOTE: There is no change proposed for the Homeless Youth or the Foster Youth questions other than they are included in the reordering of the questions on the page

  • All five questions are currently "required" because of the Yes/No radio button format

  • Only the Homeless Youth & the Foster Youth questions truly require a response

Benefit:
Hiding the first three questions will shorten the application process for 97.5% of users

Alternative Solution:

IF this request is declined, consider making these three questions Optional by changing the Yes/No radio button format to optional checkboxes.

Null is allowed already

2

Reorder the questions on the Residency Page for all users

  1. Reorder the sections/questions on the Residency page; switch the positions of the Special Residency Categories section and the Out-Of-State Activities section

The new order would be:

  1. California Resident for 2 years - ALWAYS DISPLAY - REQUIRED
    1. Date Stay in California Began (Conditional, based on previous question)
    2. Did Not Arrive Yet (Conditional, based on previous question)

  2. Out-of-State Activities section - ALWAYS DISPLAY - REQUIRED*
    1. Currently, four Yes/No radio button questions asking about activities performed outside California (Required)
    2. Out-of-State Year fields (Conditional - based on a Yes response to each out-of-state activity)

  3. Special Residency section:- ALWAYS DISPLAY*
    1. State College Employee (Currently Required, Yes/No radio button question)
    2. Public School Employee (Currently Required, Yes/No radio button question)
    3. Seasonal Agricultural Worker (Currently Required, Yes/No radio button question)
    4. Homeless Youth - Always display - REQUIRED
    5. Foster Youth - Always display - REQUIRED

Current Residency Page - Bottom

This is how it looks with the two sections switched

3

Revise the "Out of State Activities" Section

Skip logic to display first three Special Residency questions if out-of-state activity is Yes within 2 years

  1. Combine the four current "Out-of-State Activity" questions into ONE new checkbox question - using the original questions (and data fields) as the response options. All existing data fields would persist (no change to data output, downloads, etc.)

  2. Change the format of the new response options from required, Yes/No radio buttons, to optional checkboxes and set the default to "No/False".

  3. Revise the new question and response options text/language to the following: (for non-minors):

"As of <RDD minus 2 years>, have you engaged in any of the following activities? Check each activity that applies."

    •  I paid taxes outside of California
    •  I registered to vote outside of California
    •  I declared residency at a college or university outside of California
    •  I filed for a lawsuit or divorce outside of California

    1. Change the text/language slightly for minors

"As of <RDD minus 2 years>, has your parent or guardian engaged in any of the following activities?" Check each activity that applies."

    •  Taxes were paid outside of California
    •  Registered to vote outside of California
    •  Declared residency at a college or university outside of California
    •  Filed for a lawsuit or divorce outside of California

  4. Add skip logic to the new question to hide or display specific questions* in the Special Residency Category section, based on whether the user has selected one or more out-of-state activities within two years of the RDD.

IF one or more Out-of-State Activities = Yes and the OOS year date is within 2 years of the RDD, THEN DISPLAY all Special Residency Category questions; else DO NOT DISPLAY the first three Special Residency section questions, including:

    1. State College Employee

    2. Public School Employee

    3. Seasonal Agricultural Worker

Out-of-State Year Fields

All four existing OOS data fields and conditional OOS Year fields should not change with this change request. The validation logic to display the year fields will persist, as well as all existing text, timing,

IF user selects one or more OOS activities (= True/Yes), then display the corresponding "Year" text input field.

  1. Keep the current prompt text: "If Yes, what was the most recent year? [textbox]"
  1. Maintain all existing conditions and validation logic that currently exists for each data field(s)

Background Information (Residency Logic)

  • It is feasible to reformat these questions because they are not used individually in the Area B residency logic; they are grouped together.
  • Meaning, a "Yes" response to any one of the four OOS questions will set the same Area B residency class flag ("Set Class B2" in step one of Area B residency logic) and triggers the same integrity flag in Area B;
  • Combining these four separate questions - with separate Yes/No required responses - into one optional question will greatly simplify and shorten the user experience through this section tremendously;
  • Combining the four questions into one has been approved by the Advisory committee

Development estimating notes:

If we change the format of each OOS question from radio buttons to checkboxes - keep all existing conditions and validation - this change has been estimated to be MEDIUM

For Reference Only:

In 2018, the percentages of Yes responses across all Out-of-State activities:

<ca_outside_tax> = 1.5%
<ca_outside_voted> = 1.1%
<ca_outside_college> = .005%
<ca_outside_lawsuit> = .001%

Average = 1% of applicants are reporting an out-of-state activity.  Wow.

Downloads

Each checkbox response option should be optional and the default set to No. Store Null values for each unchecked checkbox.

The out-of-state activity questions each have a corresponding conditional question/field that appears when selected to collect additional information about the date (year) that the activity occurred. This will not change in the new combined question format.

Mockup of the Current (Legacy) Out-of-State Activities Section

Currently, there four Yes/No questions that must be answered by all users.

Mockup of the NEW Proposed Out-of-State Activities Question & Layout

The new format includes one question with four, optional checkbox response options. The allows the user to skip the question unless it pertains to them, eliminating the "required response" requirement for each radio button.

This is the new proposed layout, which only requires a response IF the user has one or more out-of-state activities to report.

Mockup of the NEW, Proposed Out-of-State Activities - Year Fields

If the user selects one or more out-of-state activities (= Yes/True), Then display the corresponding "Year" textbox and require a response. All current data field conditions, logic, and onscreen text will persist in the new proposed question/format.

Revise & Remove Questions from the Education Page

#Change Request DescriptionProposed Solution / RequirementsAdditional Information
1

Remove/Hide College Questions on the Education Page for All Users by default

Why?

The Education page is the most complex of all the Standard Application page - skip logic could be implemented to lessen complexity where possible.

First-time students in college (after leaving high school) are not required to answer, or see, the College Education Level and/or the Colleges/Universities Attended Section by default on the Education page.

Hide the following questions on the Education Page for all users by default:

  • College Education Level
  • College Degree Date
  • Colleges Attended Section

Therefore, only the following questions/sections are displayed to all users by default:

  • College Enrollment Status
  • High School Education Level
  • Last High School Attended

2

Add skip logic to the College Enrollment Status field to show/hide college questions based on enrollment status

  1. Add logic to the College Enrollment Status field to hide/show college questions based on user's College Enrollment status/response.

  2. IF the college enrollment status is:

"1  = First-time student in college (after leaving high school)"

THEN, DO NOT DISPLAY:

  • College Education Level
    • College Degree Date
  • Colleges Attended Section (Col1-4)

ELSE, display college questions and enforce all existing conditions, field logic, error validation.

3. IF the college enrollment status is one of the following:

2  = Transfer student from another college  (Keep existing logic)

3  = Returning student to this college after absent for a main term

Y = Enrolling in high school (or lower grade) and college at the same time

THEN, DISPLAY the College Education Level & Colleges Attended (Col1-4) and enforce all current conditions, field logic, and error validation.

In 2018*, College enrollment status breakdown is as follows:

40% = First time student

48.5% = returning to college

11.5% = Dual enrollment (high school or lower grade)

*Based on 2,451,319 applications submitted by 12/15/18

Note

(grey lightbulb)  Un-estimated Change Request: Add Dual Enrollment Value to College Enrollment Skip Logic

The following change requirement was not included in this "Low-Hanging Fruit #2" series because it was suggested late, after the original change requirement was estimated by the development team. However, by request, please review the requirements outlined below and provide an approval response on the Approval survey - in the event we have capacity to include it, we will have preliminary approval (or not). At that point it will be prioritized.

3

Revise skip logic validation the College Enrollment Status field to hide/show college questions for dual enrollment students

Do not display college questions to dual enrollment students based on response to College Enrollment Status.

  1. Revise the validation logic in the College Enrollment Status field to include hide/show college questions for dual enrollment students:

IF College Enrollment Status = "Y = Enrolling in high school (or lower grade) and college at the same time", THEN DO NOT DISPLAY the college questions and store "Null" in database.

Note - if approved this would expand the logic proposed in change request above (#2 in the Education Page changes above) to:

  1. If College Enrollment Status is "First-time student in college (after leaving high school)" OR "Enrolling in high school (or lower grade) and college at the same time" then DO NOT DISPLAY the following questions/sections:
    • College Education Level = (higher_edu_level)
    • Colleges Attended section: = starting with College Count (college_count).

  2. If College Enrollment Status is “Enrolling in high school (or lower grades) and college at the same time” THEN display confirmation pop-up box to determine if student has previously attended college or not:

Display Confirmation Pop-Up Box:

“Is this the first time you have attended college while in high school (or lower grades)?"

[radio button] "Yes, I confirm that I have attended college while still in high school (or lower grade) before.”

[radio button] "No, I have never attended college while in high school (or lower grade) before."

If Yes, DO NOT DISPLAY the college education or colleges attended section. If No, then DISPLAY the questions.

Notes:

This question replaces the “more than 4 colleges” checkbox in Xap CCCApply. It allows CCCApply to display the exact number of Colleges Attended question blocks needed and to require that all are filled in.

Information about colleges attended is sorted as follows:

The number of College/University question sets that will appear depends on the response to Number of Colleges Attended.

If the Number of Colleges Attended is ‘5ormore’, we probably want to insert instructional text after the Number of Colleges Attended question. This text would tell the user which colleges to list: most recent; most significant; anything as long as the highest degree is included. To minimize redundancy, this document provides tables for the College/University 1 question set only. For College/University 2, College/University 3, and College/University 4,everything is the same as for College/University1 except:

•     Wherever it occurs in the tables, “College/University 1” will be replaced by “College/ University 2”, “College/University 3”, or “College/University 4” as appropriate.

For College/University 2, College/University 3, and College/University 4,everything is the same as for College/University1 except:

•     Wherever it occurs in the tables, “College/University 1” will be replaced by “College/ University 2”, “College/University 3”, or “College/University 4” as appropriate.

  • The question set for College/University 2 will appear when Number of Colleges Attended is ‘2’, ‘3’, ‘4’, or ‘5 or more’.
  • The question set for College/University 3 will appear when Number of Colleges Attended is ‘3’, ‘4’, or ‘5 or more’.
  • The question set for College/University 4 will appear when Number of Colleges Attended is ‘4’ or ‘5 or more’.

Sorting Colleges Attended:

When there are two or more colleges, they can be listed in any order by the applicant. However, in the database they will be sorted and saved in order of attendance, with College/University 1 the most recently attended. The primary sorting date will be Attendance Ended; the secondary sorting date will be Attendance Began. If two or more colleges have the same Attendance Ended date and the same Attendance Began date, it doesn’t matter which comes before the other in the sorting.

Note:  In the Xap system, once the Education page has been completed, the schools are resorted on the Education page to match the database sorting. It does not matter whether CCCApply does this. However, if CCCApply does resort the Colleges Attended list, to prevent confusing situations for the user, the sorting should not occur until the page is completed (i.e., sorting should not occur when the page is saved but not completed).

Remove Questions from the Needs & Interests Page

#

DescriptionProposed Solution / RequirementsNeed Requirements
1

Remove questions from the Needs & Interests page for all users by default

A

Remove the "Are you comfortable reading and writing English?" question from the Needs & Interests page for all users

  1. Remove the "Main Language" section label
  2. Remove the question, "Are you comfortable reading and writing English?"
  3. Remove all UI and back-end data field conditions and validations included in the form element.
Should this question also be removed from the International Application?
B

Remove the "Financial Assistance" section and the "Are you interested in receiving information about money for college? question from the Needs & Interests page for all users

  1. Remove the "Financial Assistance" section label
  2. Remove the question: "Are you interested in receiving information about money for college?
  3. Remove all UI and back-end data field conditions and validations included in the form element = (financial_assistance).
Should these questions also be removed from the International Application?
C

Remove the"Are you receiving TANF/CalWorks, SSI, or General?" question from the Needs & Interests page for all users

  1. Remove the question: "Are you receiving TANF/CalWorks, SSI, or General Assistance?"
  2. Remove all UI and back-end data field conditions and validations included in the form element = (tanf_calworks_ssi)
Should these questions also be removed from the International Application?
2

Reconfigure the Athletic Interest question to be an "opt-in" question for some college users

in Standard Application, or can remain/display for colleges that opt-in to use it for Title IX purposes.

  1. Reconfigure the "Athletic Interest" section, label, question, data field(s) - and all field related data conditions and validations - to an "opt-in" form element - which can be displayed and used, or removed from the Needs & Interests page in the Standard Application

    1. Set up process and communicate with colleges on how to "opt-in" to continue collecting athletic interest data.

  2. Once it's redesigned as a flexible form element - remove the section from display on the Needs & Interests page in the Standard Application;

  3. Remove the additional text: "Your response does not obligate you in any way. To be eligible to participate on an intercollegiate team, you must be enrolled in at least 12 units."

  4. Remove the question: "Are you interested in participating in a sport while attending college?" including the corresponding radio buttons:

[radio button] "Yes, I am interested in ... playing on an intercollegiate team."
[radio button] "Yes, I am interested in intramural or club sports, but not in playing on an intercollegiate team."
[radio button] "No, I am not interested in participating in a sport (beyond taking P.E. classes)."

  5. Remove all page and field error validation for both data fields: athletic_intercollegiate, athletic_intramural
  6. Ensure both data field formats contain a null value option for colleges that don't opt-in

In-Scope FY18-19:  Medium size effort to remove from App as a configurable data form element for users;

Out-of-Scope FY18-19:  Large-sized effort - includes all of the work listed above AND the work to add an opt-in/out with a toggle in the Administrator. Requires CAP UI/UX engineer.

Proposed Needs & Interests Questions Being Removed

#DescriptionSectionProposed Solution / Requirements1

Revise the Skip Logic Validation in the College Enrollment Status Field for Dual Enrollment Students

Education page

SEE DETAILS in the changes to the Education page section above.

This requirement would add an additional value (and "Y = Enrolling in high school (or lower grade) and college at the same time" to the new validation logic change being made to the College Enrollment Status field to hide/show "college" sections based on applicant's "Enrollment Status"

2Implement ability for colleges to manage (Show/Hide) "flexible form elements" in the CCCApply Administrator AdministratorAdd functionality to the CCCApply Administrator to allow colleges to manage "Show/Hide" existing and future "flexible form elements" and other optional implementations (such as the Multiple Measures questions, the English Proficiency questions in the International Application, and the Athletic Interest questions - that are currently managed manually by the development & support teams as an interim solution until admin functionality is implemented..3Add toggle or other mechanism to "Show/Hide" the Athletic Interest section form element into the CCCApply Administrator for all colleges.AdministratorAs per story above, add a "Show/Hide" toggle for the Athletic Interest section to the Administrator for Standard application colleges.

The "Have you ever been in Court Ordered Foster Care?" question link opens the following pop-up help:

You have been in foster care if you were removed from your biological family through an order by a court, which can include placement with foster parents, in a group home, or with relatives/extended family members. If you were living with relatives you must have been placed through the foster care system by an order of the court. Foster Care includes, but is not limited to, placement in out-of-home care under the supervision of the Juvenile Probation Department. As long as you were placed within the foster care system by order of a court, you were in foster care. Having a legal guardian does not necessarily mean that you have been in foster care. If you need assistance with determining whether you were in foster care, you can contact the California Foster Care Ombudsman's office at (877) 846-1602 or fosteryouthhelp@dss.ca.gov.

The "When did you exit foster care?" link renders a help pop-up which reads:

  • Aged Out/Emancipated

You 'aged out/emancipated' from foster care if you exited foster care on or after your 18th birthday. If you need assistance with determining when you exited foster care, you can contact the California Foster Care Ombudsman's office at (877) 846-1602 or fosteryouthhelp@dss.ca.gov.

  • Exited the foster care system before my 18th birthday

You 'exited the foster care system before your 18th birthday' if you were returned to the custody of your biological parents, entered a legal guardianship (with relatives or nonrelatives) or were legally adopted before your 18th birthday. If you need assistance with determining when you exited foster care, you can contact the California Foster Care Ombudsman's office at (877) 846-1602 or fosteryouthhelp@dss.ca.gov.

  • Not Sure

If you need assistance with determining when you exited foster care, you can contact the California Foster Care Ombudsman's office at (877) 846-1602 or fosteryouthhelp@dss.ca.gov.

Levels of College Sports

California Community Colleges generally offer the opportunity to participate in sports at various levels, though not all colleges offer sports at all levels.

At the highest level, intercollegiate teams (also called ‘varsity teams’) represent the college in competition against other colleges, typically in conferences under the authority of the California Community Colleges Athletic Association (CCCAA). For more about this level of college sports, see the website for the CCCAA (www.cccaasports.org{hyperlink opens in another tab/window}) and the college’s website. {Replace ‘the college’s website’ with ‘the <CollegeName> website (<URL/hyperlink>)’ if feasible}.

Intramural and club sports allow students to participate at a less rigorous level than the intercollegiate teams and/or to play a sport for which the college does not field an intercollegiate team. In intramural sports, several teams from the college play each other in college-sponsored competitions. In club sports, the clubs are sanctioned by the college but make or find their own opportunities for competition.
