Low-Hanging Fruit Changes

This is the second round of short-term, low-hanging fruit changes approved as part of the CCCApply Redesign Project, guided by the CCC Chancellor's Office in collaboration with the CCCApply Redesign Workgroup.  See "Low-Hanging Fruit #1" change request for the first round of changes deployed to the current version of CCCApply in FY18-19.

The Chancellor’s Office, the CCC Technology Center, and the Foundation for California Community Colleges, in collaboration with the community colleges and in partnership with ideas42, are redesigning the CCCApply experience with a student-centered approach in mind.

Remove all page and field error validation throughout the question
  • Implement ability for colleges to "opt-in" to keep the section, questions and all existing specifications
    1. Make configurable but set to False by default. So it shows up for nobody in the first phase
  • Ensure data fields contain a null value option for colleges that don't opt-in
  • Phase 1:  Medium (removing it for all users, and doing the work to make it configurable included)

    (Removing it for all users and building in the opt-in feature would  require a CAP story 

    Revise the layout and question order on the Residency Page  for improved efficiency

    Scope. Schedule and Budget Deadlines 

    In order to include one or more of the proposed low-hanging fruit changes in one of the scheduled releases for CCCApply FY18-19, all business requirements must be reviewed, approved in writing by the Requirements Deadlines schedule.  Approved requirements will then be estimated (sized) and prioritized against the FY18-19 work plan and budget for development and release.

    Approved changes must meet the requirements deadline schedule for designated release.


    Revise & Remove Questions from the Residency Page

    Why hide these questions?  

    • These questions are not required for all applicants;
    • These questions are intended to provide special eligibilities for applicants identified as "non-residents" or at risk of being "non-residents" or "possible residents".
    • Skip logic to display these questions is proposed in Residency Requirement #3 below. 
    • Data shows that less than 3% of applicants are responding Yes to any of these questions.

    REQUIREMENTS:

    1. Hide the first three questions in the Special Residency Categories section for all users, by default:
      1. Hide the "State College Employee" question
      2. Hide the "Public School Employee" question
      3. Hide/ the "Seasonal Agricultural Worker" question

    If the user has reported one or more Out-of-State Activities within 2 years of the RDD, these hidden questions will be displayed and a response is required. 

    If NO out-of-state activities are reported in the previous section, then do not show the hidden questions and store a "Null" value in the database for each of them.

    2018 Data
    Below are the percentages* of “Yes” responses to the first three Special Residency questions:

    CA College Employee = 2.6%
    CA Public School  = 2.8%
    CA Seasonal Ag Worker  = 2.6%

    *Based on 2,451,319 applications submitted by 12/15/18



    Additional Change Specifications:

    1. Group these three questions together and HIDE all three of them by default
    2. Add validation logic to hide or show these three questions as a group if user selects one or more Out-of-State activities and the most recent year is within 2 years of the RDD.
      1. All change specifications apply to these questions as a group.
        1. Hide the "State College Employee" question by default unless one or more Out-of-State Activity responses is YES within 2 years of the RDD;
        2. Hide the "Public School Employee" question in the Special Residency section on the Residency page unless one or more Out-of-State Activity responses is YES within 2 years of the RDD;

        3. Hide the "Seasonal Agricultural Worker" question in the Special Residency section on the Residency page unless one or more Out-of-State Activity responses is YES within 2 years of the RDD;

    Background Info

    The benefit of these special residency questions to the user and the college, is to provide a user who is possibly not a California resident a special residency offer "possible non-resident" users with who are at risk of being offer special consideration are optional (not required) and  pertain to the user if they are first identified as a non-resident due to their response in the out-of-state activities section.

    The Homeless Youth and the Foster Youth questions ALWAYS display and each requires a response by all users.

    NOTE: There is no change proposed for the Homeless Youth or the Foster Youth questions other than they are included in the reordering of the questions on the page

    • All five questions are currently "required" because of the Yes/No radio button format

    • Only the Homeless Youth & the Foster Youth questions truly require a response


    Benefit:
    Hiding the first three questions will shorten the application process for 97.5% of users

    Alternative Solution:

    IF this request is declined, consider making these three questions Optional by changing the Yes/No radio button format to optional checkboxes. 

    Null is allowed already

    Reorder the questions on the Residency Page for all users

    1. Reorder the sections/questions on the Residency page; switch the positions of the Special Residency Categories section and the Out-Of-State Activities section

    The new order would be:

    1. California Resident for 2 years - ALWAYS DISPLAY - REQUIRED
      1. Date Stay in California Began (Conditional, based on previous question)
      2. Did Not Arrive Yet (Conditional, based on previous question)

    2. Out-of-State Activities section - ALWAYS DISPLAY - REQUIRED*

    Revise the "Out of State Activities" Section



    Skip logic to display first three Special Residency questions if out-of-state activity is Yes within 2 years

    1. Combine the four current "Out-of-State Activity" questions into ONE new checkbox question - using the original questions (and data fields) as the response options. All existing data fields would persist (no change to data output, downloads, etc.)

    2. Change the format of the new response options from required, Yes/No radio buttons, to optional checkboxes and set the default to "No/False".  

    3. Revise the new question and response options text/language to the following: (for non-minors):  

      "As of <RDD minus 2 years>, have you engaged in any of the following activities? Check each activity that applies." 

      •  I paid taxes outside of California
      •  I registered to vote outside of California
      •  I declared residency at a college or university outside of California
      •  I filed for a lawsuit or divorce outside of California

      1. Change the text/language slightly for minors

        "As of <RDD minus 2 years>, has your parent or guardian engaged in any of the following activities?" Check each activity that applies."

      •  Taxes were paid outside of California
      •  Registered to vote outside of California
      •  Declared residency at a college or university outside of California
      •  Filed for a lawsuit or divorce outside of California

    4. Add skip logic to the new question to hide or display specific questions* in the Special Residency Category section, based on whether the user has selected one or more out-of-state activities within two years of the RDD.

      IF one or more Out-of-State Activities = Yes and the OOS year date is within 2 years of the RDD, THEN DISPLAY all Special Residency Category questions; else DO NOT DISPLAY the first three Special Residency section questions, including:

      1. State College Employee

      2. Public School Employee

      3. Seasonal Agricultural Worker


    Out-of-State Year Fields

    All four existing OOS data fields and conditional OOS Year fields should not change with this change request. The validation logic to display the year fields will persist, as well as all existing text, timing,

    IF user selects one or more OOS activities (= True/Yes), then display the corresponding "Year" text input field.

    1. Keep the current prompt text: "If Yes, what was the most recent year? [textbox]"
    1. Maintain all existing conditions and validation logic that currently exists for each data field(s)

    Background Information (Residency Logic)

    • It is feasible to reformat these questions because they are not used individually in the Area B residency logic; they are grouped together. 
    • Meaning, a "Yes" response to any one of the four OOS questions will set the same Area B residency class flag ("Set Class B2" in step one of Area B residency logic) and triggers the same integrity flag in Area B;
    • Combining these four separate questions - with separate Yes/No required responses - into one optional question will greatly simplify and shorten the user experience through this section tremendously;
    • Combining the four questions into one has been approved by the Advisory committee 

    Development estimating notes:

    If we change the format of each OOS question from radio buttons to checkboxes - keep all existing conditions and validation - this change has been estimated to be MEDIUM 


    For Reference Only:

    In 2018, the percentages of Yes responses across all Out-of-State activities:

    <ca_outside_tax> = 1.5%
    <ca_outside_voted> = 1.1%
    <ca_outside_college> = .005%
    <ca_outside_lawsuit> = .001%


    Average = 1% of applicants are reporting an out-of-state activity.  Wow.

    Each checkbox response option should be optional and the default set to No. Store Null values for each unchecked checkbox.









    The out-of-state activity questions each have a corresponding conditional question/field that appears when selected to collect additional information about the date (year) that the activity occurred. This will not change in the new combined question format.

    The new format includes one question with four, optional checkbox response options. The allows the user to skip the question unless it pertains to them, eliminating the "required response" requirement for each radio button.   

    This is the new proposed layout, which only requires a response IF the user has one or more out-of-state activities to report.

    Why? 

    The Education page is the most complex of all the Standard Application page - skip logic could be implemented to lessen complexity where possible.

    First-time students in college (after leaving high school) are not required to answer, or see, the College Education Level and/or the Colleges/Universities Attended Section by default on the Education page.  


    Hide the following questions on the Education Page for all users by default:

    • College Education Level
    • College Degree Date
    • Colleges Attended Section


    Therefore, only the following questions/sections are displayed to all users by default: 

    • College Enrollment Status
    • High School Education Level
    • Last High School Attended
