Problems / Issues

  1. Residence classification of “High School or Lower Grade” students in CCCApply.

Issue: The CCCApply residency algorithm uses the responses from data elements cahs_graduated and cahs_3year to determine stay and intent.

Education

Question

Data Element

Graduated From CA High School

Did you receive your diploma, GED, or certificate in California?

cahs_graduated

Attended CA High School For 3 Years

Have you attended high school in California for three or more years?

cahs_3year

K-8 and 9-12 students are not asked the two questions above therefore, are inaccurately classified as residency B2 (requirements possibly met) and assigned flag 03 by the residency algorithm.

Residency Area

B (Stay and Intent)

Evaluation Statement

Is the applicant under 19 as of RDD with last high school out-of-state?

Data Elements Logic

RDD minus19 years > personal_info: birthdate AND education: hs_state != CA

Integrity Flag 03

State of last high school attended is not California and student is under 19

2. Minors are not eligible for Adult School based on their age. Status value Z = Adult school student in high school diploma or equivalency should not display as an enrollment status option.

Q: If a K-8th student is a US citizen and has lived in CA for more than 2 years thus a CA resident and the parents are undocumented thus foreign residents would the student still be flagged as non-resident?

A: Yes. The residency classification of the parent or guardian is used when determining the status of a minor.

Proposed Solution

Q: [Should the following logic be implemented]? Use RDD minus 19 years logic to determine if the applicant is a minor then default the enroll_status value to “Y = Enrolling in high school (or lower grade) and college at the same time”.

A. This would make an assumption that the minor has not graduated from hs or equivalent. (per

Q: [Should] The residency calculation needs to be enhanced to use the parent/guardian residency-related responses when an applicant is a under age 19 and dependent on a parent/guardian”.

A: The residency determination calculation already DOES use the parent or guardian’s residency classification IF the student is a Dependent.

Q: [Should the wording be changed]? Change the wording of the hs_edu_level question:

Hi Olivia,

The Zendesk number is 750400, however, with enhancement requests, we typically close out the Zendesk ticket once a devops (JIRA) ticket has been created. That ticket, for your reference is SSS-494. It is not public, so you won't be able to access it, but you can give it to us if/when you'd like an update and we'l let you know.

I'll go ahead and close this ticket out, but please feel free to ask for updates. You can also follow https://www.ccctechnology.info/ for release updates and information.

Thanks, Olivia for the additional detail. With the DL Client phase-out webinar and the user group meeting both happening yesterday I didn't have time to research this.

I will delve into it next week and reach out with any questions. Once I get through it myself and fully grasp all the details, we'll need to figure out what other stakeholders may need to be involved. We will review it with the user group of course, but may need to involve other entities to get a full consensus. This is always the hardest part of a change like this and takes the most legwork. The actual dev work is pretty straightforward. :-)

Have a great weekend!

Hello Jane,

I added the Residency Class D attachment with screenshots from the CCCApply Standard Application and the Data Dictionary where it says applicants under 19 years of age are asked questions about their parent(s) or guardian(s) to determine CA residency for tuition purposes.  However the Area D Flowchart and the Outline of Area D do not reflect this statement.  This is why LACCD is requesting the residency algorithm be modified.  Thank you in advance.

Hello CCC Tech Center,

LACCD is requesting two enhancements to the Standard Application.   I followed a change request from 2020 located in the CCCApply Public Documentation as a template to submit these two requests.

There is a CCCApply User Group meeting tomorrow, which both Anna Salazar and I attend.  Please let us know if you would like to discuss these issues and proposed solutions with the group.  Let me know if you need anything else from us.

Education and Residency Algorithm

Problem / Issue

“Minor” applicants are not asked the following two questions when they select college enrollment status value, “Y = Enrolling in high school (or lower grade) and college at the same time”.

Question

Data Element

Did you receive your diploma, GED, or certificate in California?

(cahs_graduated)

Have you attended high school in California for three or more years?

(cahs_3year)

The residency algorithm, uses the responses from cahs_graduated and cahs_3year to determine stay and intent.  Therefore, minors are being classified as residency B2 (requirements possibly met) and assigned flag 03.

Evaluation Statement

Subject: Re: Standard Application Enhancement - Residency Calculation for Minor Applicants

Thank you,

Hi Olivia,

I have a final review of the agenda for today's user group this morning. We'll see what we can do. This is great input, thank you.

Best regards,

Jane

Subject: Standard Application Enhancement - Residency Calculation for Minor Applicants

B (Stay and Intent)

Evaluation Statement

Is the applicant under 19 as of RDD with last high school out-of-state?

Data Elements Logic

RDD minus19 years > personal_info: birthdate AND education: hs_state != CA

Proposed Solution

1.      The residency calculation, provided by CCCApply to establish residency for tuition purposes, needs to be enhanced to use the parent/guardian residency-related responses when an applicant is a under age 19 and dependent on a parent/guardian”.

Education and Residency Algorithm

Problem / Issue

“Minor” applicants are able to select “Adult school student in high school diploma or equivalency” as an enroll_status response. “Minors” are not eligible for Adult School based on their age. When a minor selects

“Z = Adult school student in high school diploma or equivalency”, the applicant is not asked the following two questions and is calculated by the residency algorithm as residency B2 (requirements possibly met) and assigned flag 03.

Question

Data Element

Did you receive your diploma, GED, or certificate in California?

(cahs_graduated)

Have you attended high school in California for three or more years?

(cahs_3year)

Proposed Solution

1.      Use the applicant’s RDD age to determine minor identification.  If the applicant is a minor, default the enroll_status value to “Y = Enrolling in high school (or lower grade) and college at the same time”.

2.      The residency calculation needs to be enhanced to use the parent/guardian residency-related responses when an applicant is a under age 19 and dependent on a parent/guardian”.
