Need

Existing law requires each student to be classified as a resident or nonresident at a California community college [for instruction provided to the student at the CCCs].

To get to the "Noncredit workflow path" - the version with a path that has NO residency questions or residency calculation service - the student should start the application process from the "Noncredit URL". A noncredit student who finds they need to take a "credit" class (after already applying using the Noncredit Application) should return to the college's CCCApply application link and submit a Standard Application - from the "Standard App URL" - for the same term, at the same college.

Residency Status Change Requirements

New Noncredit Data Fields

    • New "non_credit" URL will add a special prefix to the Confirmation number = "NC-" to help identify noncredit submitted applications

Non-Credit Status Question

NOTE:  The feedback we've received from student comments and college staff is that most students do not know what "non-credit" means and will likely not have enough information at the time of application to make that informed decision, even if they did. Therefore the crafting of this question is important to making this implementation proposal work.

The critical element in this "Non-credit Path" change proposal is accurately identifying the student's enrollment intention (credit vs. non-credit) at the time of application. 

This question needs to be worded carefully because the response to this question, plus the affirmation in the Confirmation pop-up box, is what triggers the non-credit workflow path after the Enrollment page. 

This question needs to be clear and understandable by the student - so they can accurately self-identify their enrollment intention for the term.

It may be necessary to implement one or more Help pop-up boxes with clarifying information within the question or the response options (using hyperlinks to pop-up boxes).

If the student selects one of the responses that identifies them as "non-credit" (in the example above it would be 3 or 4), an additional confirmation pop-up box will display upon clicking "Continue" at the bottom of the Enrollment page. 

The Confirmation pop-up message will ask for confirmation that they understand the Non-Credit Status question and it's implications 

Suggestions:

Are you sure you don't plan to enroll in one or more college courses in order to receive credits or units?

If you confirm Yes, you won't be subjected to California residency determination

However, if change your mind and end up enrolling in one or more courses for credit - you will be required to re-apply (using CCCApply) in order to determine your California residency status?

Additional Requirements & Considerations

  • Ensure there is some way to easily identify Non-credit applications in the student's My Applications page (in the Submitted Applications and Resume an In-Progress Applications tables)
  • Ensure the new Non-Credit Status data field is added to the Download Client,  Administrator Rules, and Report Center data domain (submitted applications)
  • Ensure the all changes are captured and documented correctly in the CCCApply Data Dictionary (YIKES - big job)
  • Ensure colleges have 30-60 days preview or if that is not possible - start communicating changes and messaging colleges through screen shots, webinars, recorded videos begin early January 2019

ENSURE THAT....

Students can toggle between the two workflow branches/paths depending on how they answer the new "Non-Credit Status" question and corresponding Confirmation box.  Students may find out that htey need to apply as a "Credit" student after starting an application as a Non-Credit student. They would need to go back to the Enrollment page, change their response to the NC Status question, confirm and click "Continue" to view the new workflow path.

  1. Note - this applies to transitioning from noncredit to credit at any college/any terms - not just the same college/same term. 

  2. Logic should be in place to prevent a duplicate status from being submitted.  Example, if first application was for Noncredit, they should only be able to re-apply as a Credit status.

  3. We should continue to not allow a duplicate credit application to be submitted to the same term/same college.

  4. To re-apply as a credit status, the student should apply using the college's Standard Application.

Workflow Considerations

The bullets below include additional requirements and considerations that need to be included in the overall implementation.  Can you think of any other ones?

ENSURE THAT....

  • The "Noncredit Application" is optional to colleges that want to use it - and that don't want to use it.

  • The "Noncredit Application" has a unique URL - different than the Standard Application URL.

  • Confirmation numbers for applications submitted via the Noncredit URL should be unique - different than the Standard Application confirmation numbers (and App ID numbers). 

  • Each college must have a unique URL for their Noncredit Application based on their MIS code or domain.

  • We need to figure out all changes to the download file, such as:

    • Would there be any reason to change their current download file? 

    • We need to look at each field being hidden in the noncredit workflow (i.e., citizenship status, military status, all the residency page fields, etc.) and make sure they can be blank in the download file

    • Ensure the Glue team is made aware of all requirements that might affect the Glue jar file and identify all required changes (if any)

  • The Noncredit path should still include all existing standard application pre- and post-submission web services, functionality, logic, and processes; such as:
