Problem Statement or Business Need
The recently passed Assembly Bill 3101 (AB3101) would exempt a student seeking to enroll exclusively in career development and college preparation courses, and other courses for which no credit is given, from community college residency classification requirements.
AB3101 calls to revise the [CCCApply] process so that only data that is required by the federal gov, state law, or that is otherwise necessary...be collected during the process.
And...to the extent that data can be collected from the student at a later time, to delay the collection of that data until after the student has applied to a community college.
[AB3101] would exempt a student seeking to enroll exclusively in career development and college preparation courses, and other courses for which no credit is given...from community college residency classification requirements.
The application therefore needs to be updated to streamline the application process to exempt non-credit students from the residency determination, and only collect data that is required by the federal gov, state law, or that is otherwise necessary at the time of application.
CCCApply Proposed Solution

Athletic Interest: Inter-collegiate Athletic Interest: Intracollege | Needs & Interests | <athletic_intercollegiate> <athletic_intramural> <athletic_not_interested> | REVISE | MAKE THE Athletic Interest question/section "opt-in" - allow the colleges to request display Otherwise - remove the Athletic Interest section in the application This would remove the athletic interest question: However, as this question is used by 80% of the colleges (who have implemented the supplemental Title IX survey) we could make this question an "opt-in" section, allowing colleges to decide if they want to "turn on" the athletic questions or not. (make configurable but set to False by default. So it shows up for nobody in the first phase.) | Phase 1: Med (making it configurable included) Phase 2: To make it optional Requires a CAP story |
Out-of-State Activities Residency Questions | Residency | <ca_outside_tax> <ca_outside_tax_year> <ca_outside_voted> <ca_outside_voted_year> <ca_outside_college> <ca_outside_college_year> <ca_outside_lawsuit> <ca_outside_lawsuit_year> | REVISE | Change the format of these 4 questions from radio buttons to checkboxes and default No. Move this section up (switch places with the Special Residency section) and based on a Yes response (checkbox is checked) to any of these four checkbox questions, display the first three "Special Residency" questions, otherwise do not display. Combine the four OOS activity questions into one question with bullets:
Background & Reasoning
Question would be worded like this:
If the applicant is a minor, display the following language:
| If we change this proposal and reformat existing to checkboxes - MED |
Special Residency Section | Residency | REVISE | Move the Special Residency section down below the "Out of State Activities" section and implement skip logic to hide unless...
NOTE: No change to the Homeless Youth or Foster Youth questions. These would ALWAYS display on screen as currently implemented. | ||
Special Residency: Seasonal Worker | Residency | <ca_seasonal_ag> | REVISE | Hide this question unless user answers Yes to the Out-of-State activity question | IF the applicant is determined to be a non-resident, the college can follow up with these special residency exceptions via Rule and Email |
Special Residency: Public School Employee | Residency | <ca_school_employee> | REVISE | Hide this question unless user answers Yes to the Out-of-State activity question | IF the applicant is determined to be a non-resident, the college can follow up with these special residency exceptions via Rule and Email |
Special Residency: State University Employee | Residency | <ca_college_employee> | REVISE | Hide this question unless user answers Yes to the Out-of-State activity question | Same as above |
College Education | Colleges Attended | <higher_edu_level> | REMOVE | Combine this field and responses with the HS Ed Level question/ responses and call that field the Highest Education Level question. As these response values are being combined with the HS Edu Level (renamed to "Highest Education Level" - Remove this question from the application. These response options would be added to the HS Ed Level question (see above) | |
Enrollment Status | Education page | <enroll_status> | REVISE | Update the logic in the Enrollment Status field to HIDE the College Education & Colleges/Universities Attended sections IF user selects:
Here's the logic that should be implemented across the responses: 1 = First-time student in college (after leaving high school)
2 = Transfer student from another college (Keep existing logic) 3 = Returning student to this college after absent for a main term (Keep existing logic) Y = Enrolling in high school (or lower grade) and college at the same time

Questions to be REVISED
Description | Page/Section | Data Field(s) | Remove or Change | Change Requirements | Legal Implications |
---|---|---|---|---|---|
No Permanent Address Currently Homeless | Account Permanent Address Info | <no_perm_address_homeless> | REVISE | Remove barrier for Homeless Youth in CCCApply California residents (born and raised in CA, went to school/high school in CA, etc.) are getting classified as "possible residents" in the Residency logic because they are checking the box saying they are currently homeless. Revise the line item in the Area B residency logic to bypass the B2 classification for "Is permanent address NOT California?" IF the homeless checkbox is checked. This would be a simple logic amendment and would still continue to set classification correctly for all other circumstances other than this homeless indicator. | Risk - touching the residency algorithm always comes with risk - ensure this does not negatively affect the original logic statement |
No Current Mailing Address Currently Homeless | Account Current Mailing Info | <no_current_mailing_homeless> | REVISE | Address Homeless Youth problem in CCCApply To remove the problems we are hearing from colleges around the homeless youths getting tagged as "R2" for residency purposes, add logic to the Area B residency algorithm to ignore the homeless checkbox if the current mailing address is out of California Tyler says this would work - just need to flesh this out. | Risk - same as above |
Homeless Youth Questions | Residency | REVISE |
| ||
Citizenship | Citizenship Status page | REVISE | Revise the "Citizenship" section label to: "Citizenship/Immigration Status" Update section label & select question labels | ||
HS Education Level | Education | <hs_edu_level> | REVISE |
Revise the conditions and logic to only display the response options that align to the college enrollment responses, such as:
Move the logic from College Education to this question - IF user selects: Associates Degree, THEN display the Colleges Attended (college_count) and all the corresponding logic (i.e., display Col1-4 fields depending on number selected in college count. | None because there will be no change to the data output to the colleges - we are just combining two fields into one (removing College Education Level dropdown from the application) |
Colleges Attended | Colleges Attended | REVISE | Update conditions: Display the Colleges Attended and Colleges & University fields (Col1-4) if the user's 'College Enrollment Status" indicates they have previously attended college | ||
Colleges Name | Colleges Attended | REVISE | Update the conditions for display Only display this section IF student selects: 2 = Transfer student from another college 3 = Returning student to this college after absent for a main term Y = concurrent enrollment from the College Enrollment question menu |
Consent to Release Information
Implement the ability for students consent to release their data and personal information at the time of account creation as opposed to App submission. This mechansim should be considered in the long-term redesign requirements.

These response options would be added to the HS Ed Level question (see above) | |
Enrollment Status | Education page | <enroll_status> | REVISE | This request came from the CACCRAO A&R Directors Training 2018 Revise the order of the response options to: Y = Enrolling in high school (or lower grade) and college at the same time 1 = First-time student in college (after leaving high school) 2 = Transfer student from another college 3 = Returning student to this college after absent for a main term | Change order of the response options in the drop-down menu, putting "enrolling in high school (or lower grade) and college at the same time" first (1) in the order of four. This was discussed at the CACCRAO 2018 A&R Directors Training session (9-18-18) with Sonja Horn (Yuba), Brian Dean (Citrus/Cypress? OUT-OF-SCOPE for FY18-19
Social Security Number | Account / Edit Account | <ssn> <ssn_type> <no_ssn> <ssn_exception> | REMOVE/ REVISE | Revise the Social Security Number question to the proposed format - removing the need for the SSN Type field, the SSN Exceptions, and the "I plan to apply for financial aid" checkbox. Streamline the Social Security Number question in the Account creation to new proposed format. This format would:
Keep the following elements in the question:
| RISK - the financial aid checkbox triggers the "Financial Aid Flag" and algorithm - if we remove this and the financial aid section in the N&I section, we would need to remove the financial aid algorithm and turn off the fla. |
Mainphone Second Phone | Account / Edit Account | <mainphone> <secondphone> | REVISE | Enhance the Mainphone / Second phone fields to add additional options to identify:
| |
Education | Last HS Attended | <hs_attendance> | REVISE | To remove barriers for dual enrollment students, ADD a response option/value to the Last HS Attended field/question for "I attended a grade lower than high school" for middle school students.

Mainphone Ext Second Phone Ext | Account / Edit Account | <mainphone_ext> <secondphone_ext> | REMOVE | Remove the Main phone and Second Phone extension fields from the phone section of Account Creation, Edit Account per Workgroup | Med (because it's in Account, Edit Account in all three apps) |
Account Creation Page 1 | Previous Name | CHANGE | REVISE | To save dev time on this story, in our current uPortal application - instead of changing the format to checkbox - just default the answer to No/False. Since we will be redesigning the UI in a future release, it makes sense to simplify these types of changes in this version, right? In the future, let's re-think the use of radio buttons unless they are absolutely needed. Amanda - can you please update this ticket and the Previous Name format change ticket to just "default response to No/False" and make sure the user can easily click on Yes to change their answer. | |
