Problem Statement or Business Need

In January 2016, 3 colleges (El Camino College, Grossmont College and Taft College) contacted the College Support Services to report a higher number than usual of students being classified as "2 = possible residents" because they are checking the box for "My address is outside the United States" and thus entering their addresses into the non-US address fields instead of the US address fields.

Reports and college download files are showing that the majority of these applications are being submitted with a country code of "UM = United States Minor Outlying Islands".  According to El Camino College, they had to manually change 56 applications in January for California residents who had checked the box for "My address is outside the United States" and then manually entered their California addresses into the Non-US address fields.

Ultimately this leads to integrity flags being triggered, contributing to an incorrect residency statuses and delaying their admission to college.

 Other data identified in our research of this issue:
  • In the past seven DAYS (Jan 24 - Jan 31, 2016) - across all colleges in the district - 478 students were classified as "2 - Possible Residents" but their Addresses indicate they are California residents;
  • In Los Rios District in January 2016 - 109 instances were identified where the applicant's residency status was "2 - Possible Residents" and Non US Address = True, but their addresses indicate they are California residents;  
  • In Los Angeles District in January 2016 - 68 students were classified as "2 - Possible Residents" but their Addresses imply they are California residents. Same issues:  Non US Address checkbox = True; Current mailing address is same as Permanent Address checkbox = True; State/provence = California or CA; Zipcode/Postal code = California Zipcode; Country code = UM.   
  • At least 492 calls were received by the Helpdesk in 2015 by students citing issues with the country field not containing United States. They were advised to "Un-check" the box for "my address is outside the United States" to complete their Accounts.

Problem Notes

In preparation to propose a solution to this issue, additional information has been compiled about WHAT WE KNOW about the behavior in the system prior to the change proposed:

  • The checkbox for "My current mailing address is outside the United States" in the current mailing address section has confirmation pop-up dialog box validation that requires the student to confirm whether their address is indeed outside the US. 
  • The checkbox for "My permanent address is outside the United States" in the OpenCCC Account system does NOT have a confirmation pop-up dialog box validation implemented to confirm whether the student indeed has a non US address.  
  • Without a confirmation pop-up message for the Permanent Address section in the OpenCCC Account system, applicants who check the checkbox for "My permanent address is outside the United States" are entering address data into Non US address fields. This triggers integrity flag 01 in the residency algorithm and sets Class B2 in the residency logic Area B.  
  • Applicants who check the checkbox for "My current mailing address is outside the United States" and check Yes to the confirmation pop-up message box, will be presented with non-US address fields. The country field will NOT contain United States when this occurs. This triggers integrity flag 02 in the residency algorithm and sets Class B2 in the residency logic Area B.

  • The Current Mailing Address section has an additional checkbox question that asks if the student's "current mailing address is the same as their permanent address in the OpenCCC Account".  If the student checks Yes, the entire Current Mailing address fields roll up and the data from their permanent address populates into the current mailing address fields for the download file, including the second checkbox question, "My Current Address is outside the United States" - thus removing the opportunity for the student to catch that they may have made a mistake in their Permanent Address by way of the confirmation pop-up dialog box. 


NOTE:  The purpose of these checkboxes (i.e., Non_us_address, current_same_as_permanent_address, etc.) is to save the student time and streamline the process; however, if incorrect data is submitted in the Permanent Address fields originally, and there is no confirmation pop-up message to help identify this, incorrect data is also being captured in the current mailing address fields in the college download file.  In addition, the implementation of auto-population only exascerbates the problem if the user had previously checked the box "My current address is the same as my permanent address in my OpenCCC Account" because it will appear zipped up and checked to the student as completed previously by the user.)

Change Specifications

 

NOTE: The checkbox question, "My permanent address is outside the United States", already exists in the OpenCCC Account Creation and Edit My Account screens, but currently lacks the confirmation pop-up box being proposed here. The existing validation includes changing the default address layout (US address fields) to the Non US address layout/fields and requires responses per the Data Dictionary specifications. Existing validations will remain unchanged.   

 

Add Validation to Non US Permanent Address Checkbox Field <non_us_address>

Add a confirmation pop-up modal validation to the existing question/data field for "My permanent address is outside the United States" (which currently appears above the default US address layout) in Permanent Address section of Account Creation & Edit My OpenCCC Account. 


A)  If the student places a checkmark in the checkbox for "My permanent address is outside the United States" THEN:
 

i) Display a confirmation pop-up message box asking for confirmation that the address they are about to enter is OUTSIDE the United States, and:
ii) Pre-select the "No" radio button as the default, and: 
ii) Require a response by the applicant. 
iv) Data field:  <non_us_address>  


B) If the applicants selects the "Yes" radio button in the confirmation pop-up box, THEN,
 

i) Switch display from the default US address layout to the non-US address layout/fields and require responses to the required fields:  
    • permanent street1 and street2
    • permanent city
    • permanent state/provence:
    • permanent postalcode
    • permanent country
       
NOTE: The data response to non_us_address = True in the download file


C ) If the applicant selects the "No" response and then clicks Continue, THEN, 
 

i) Remove the checkmark from the checkbox for "My permanent address is outside the United States", keep the default US address layout/fields, and require responses to the following fields:
    • permanent street1 and street2
    • permanent city
    • permanent state
    • permanent zipcode

 

NOTE: The data response to non_us_address = False in the download file.

 

 Display the confirmation statement as follows:   


A) The confirmation statement shouuld read: "I confirm that my address is OUTSIDE the United States." - and display the word OUTSIDE in all caps;

B) Shorten the overall length of the box to move the Continue button closer (below) the confirmation statement. (This keeps the user's eye focused on the confirmation statement language and not jumping right to the "Continue" button to get through the process);

C) Set the default response setting/value to "No" and display the pre-selected "No" radio button in the confirmation pop-up message.

 

Implement Changes in March 2016 Update

Implement changes immediately and release in the 2016 March Annual Update on March 31, 2016. 

NOTE:  These are the ONLY changes being proposed at this time to prevent unnecessary risks to the OpenCCC Account so close to the March release. Other changes discussed previously can be discussed at the next CCCApply Steering Committee meeting and prioritized for a future release.

The default layout for address field sections is for US addresses. If the student does not check the box for "My permanent address is outside the US" - there is no change to the address section layout.

There are no changes to your existing Standard Application, BOG, or International download files as a result of this change specification.


Changes to Logic

There are no changes to the residency logic as a result of this change specification.
