Change Request Review Meeting 7.27.18

Background Information - Need to Update MM Questions in CCCApply for September 2018 Release  

The Multiple Measures Steering Committee has proposed a set of changes to the existing self-reported MM questions that currently exist in CCCApply. Per our commitment to support AB 705 for the September 2018 release, a call was scheduled with the MM advisory chair, Mallory Newell, and MMI Product Manager, John Hadad, for 7.27.18 to review the changes proposed and get clarification on several of the items in order to confirm a development effort estimate asap. 

Questions

During the call with Mallory Newell on July 27, Patty reviewed the changes highlighted in yellow on the latest revision of the change request SelfReportedQuestionEdits072418.R-72718.docx and went over a list of questions (listed below) for clarification (which are added in red below).

Breakdown of the Two Proposed Questions

with Scenarios That Exist Now in the Current Implementation
Currently, all applicants complete the application (provide responses) based on their status at the time of the start of the Term they are applying for. In many cases, the student is applying for a term with a date in the future that greatly changes their residency, status, age, etc. and thus does not represent their "current" status at the time they are completing the application.

In other words - if they are applying for a Fall 2018 term, for example, with a Term Start Date of September 1, 2018, they will be answering the questions based on what their status will be at that time. So high school seniors completing the application in April 2018 (for example) will be answering the questions from the perspective of what they will be doing and what they've completed on September 1, 2018. 
So given that reality, I see two scenarios for the type of user you are hoping to address in the new questions (12th grader):
Scenario #1: User is a 12th Grader Now - applying for a future term - and will be a high school graduate on the start date of that term.
Here's what we will find out based on their responses today about a future term:
  • Their Enrollment status will be:  first time student in college after completing high school
  • Their HS Ed Level will be: graduated from a US school or completed an equivalency exam
  • High School Completion date: the required HS comp date indicates the user's graduation date, which will be between the time they are completing the application and the start of the Term
  • We won't know if they completed 11th grade because this question doesn't appear to a graduate or equivalent, the "Completed 11th grade?" question is only asked IF the user is "enrolled in high school or lower grade" and college at the same time.
In this scenario- the two new questions don't help you because they will have already graduated and are no longer "enrolled in" in 12th grade at the time they are taking the math course.

Scenario #2: User is a 12th Grader now - and is applying for a term that begins before they graduate (i.e., they will still be a 12th grader at the start of the term  (basically this is the enrollment status of: "enrolling in high school (or lower grade) and college at the same time)
Here's what they have to select today, based on the start date of the Term they are applying for:
  • Their Enrollment status will be:  "will be enrolling in high school (or lower grade) and college at the same time."
  • Their HS Ed Level will be:  "Attending high school (or lower grade) and college at the same time." - This response defaults to this value based on the Enrollment status.  If their incoming enrollment status puts them in HS or lower grade, then their HS Ed Level has to match.
  • Because of these two matching statuses (they are in high school or lower grade) - the High School Completion date question does not display - so we don't know when their "projected" completion date is at all.
  • We will know if they completed 11th grade based on their response to "Completed 11th grade".  Yes or no.
In this scenario - the two new questions are redundant to what is already being asked on this student in the preceding math questions. We don't find out or get anything new. Unfortunately the application does not provide a way to know if the user is in 12th grade specifically at the time of application. 

Suggestions

Regarding the two proposed questions...Patty believes these are redundant to existing questions based on the intended desire to reach "12th Graders" currently enrolled in specific math courses. Based on this need, we agreed during the meeting that we are already reaching this target with the two existing "Conditions" in the current implementation and that adding these two questions would not get any additional information/data.

Based on the two scenarios outlined above, Patty has proposed that they cancel these two new questions. Mallory Newell & John Hadad agreed.  7.27.18

Meeting with Omid 8.02.18 reviewing MM requirements proposed:

Regarding the new requirement which calls to remove the logic in Condition #2 logic that limits collecting self-reported data from students who have graduated/equivalent within the past 10 years from date of application - Omid + Laura Hope have determined to keep that logic IN the condition and NOT REMOVE it at this time.  This will be discussed and revisited for a future release possibly.


Change Request Breakdown

  1. Revise Display Condition #2:  Revise "Condition 2" of the HS Transcript Information section conditional display logic to remove the age/date limitation requirement ("High School Completion Date is < 10 years from the RDD (high school completion/graduation is less than 10 years prior to the day before the first day of the selected Term)": 
    1. Update Condition #2 TO:  
      Display "High School Transcript Information" section and display “Grade Point Average” question, but DO NOT display “Have you completed the 11th grade?” question IF:
      1. User has a "High School Education Level is one of the following:
        • Received high school diploma from US high school
        • Passed a high school equivalency test
        • Received a Certificate of California High School Proficiency
      2. AND User's High School country = United States 
    2. This means that the MM section will appear for EVERY applicant - regardless of age - that has graduated or equivalent from a US high school.  

  2. Update logic in the GPA Question:  Revise the conditions for displaying the GPA question by removing the piece of logic removed in Condition #2 that says, "

    1. only display IF the user's  "High School Completion Date is < 10 years from the RDD (high school completion/graduation is less than 10 years prior to the day before the first day of the selected Term)" from the three-part logic in Condition 2, which is a reiteration of the general logic change above.

     

  3. Update Question #2:  Highest English Course Taken Completed

    1. Update the onscreen question text for "Highest English Course" 

      1. TO: "What was the highest English course you completed in high school? You may have passed or not passed the course, but you remained enrolled until the end."

      2. (Change "took" to "completed" and ADD additional text: "You may have passed or not passed the course, but you remained enrolled until the end.")

    2. Update the page error validation message language" 

      1. TO: Required response if displayed on screen, else error message, "You must select the highest English course you completed in high school or choose "None of the above / Don't Know" from the response options."

  4. Update Question #3: Highest English Course Grade
    1. Update the page error validation message language:
      1. TO: Required response, IF "Highest English Course Taken" is NOT "None of the Above / Don't Know", else error message, "You must select the grade you received for the highest English course you completed in high school."
  5. Update Question #4:  Highest Math Course Taken Completed

    1. KEEP the current data field name that exists today: highest_math_course_taken

    2. Update the onscreen question text for "Highest Math Course Taken"

      1. TO: "What was the highest math course you completed in high school? You may have passed or not passed the course, but you remained enrolled until the end."

      Values/Response Options: Mallory emailed the information that needs to be displayed in a pop-up Help textbox which will provide additional names for the courses, as well as some definitions to the courses. Amanda is getting this UI challenge reviewed by the dev team and will come back with a proposal to pose to Mallory & John.

  6. Question #5:  Highest Math Course Taken Completed Grade

NOTE:  7.27.18 – Per call with Mallory Newell & John Hadad, we are not adding these two questions per discussion of the requirement already being met with the questions #4 - #7 above.  in response to Patty's deep dive review and suggestion that these would be redundant to the other questions above because we are already targeting the audience these are intended for now with the questions above. Mallory agreed and approved to cancel these two new questions.

General Requirements

The technical specifications below are for OPTIONAL adoption and implementation of the High School Transcript Information section which will appear on the Education page. Colleges must opt-in to participate. If a college chooses to implement, the display of questions and logic must be turned on manually by the CCCApply development team.

Onscreen Text: "College staff use this information to provide guidance. Your responses will not affect your admission to college."

Conditions for High School Transcript Information Section

The "High School Transcript Information" section will appear between the Last High School Attended and the College Education Level sections IF either of the conditions below are met, otherwise it does not display.

Condition 1:
