Problem / Issue

Mitch Leahy from Santa Rosa College is requesting - as we look at redesigning CCCApply overall - to consider implementing the ability for colleges to collect data for CCCApply offline through the use of vendor products such as Fulcrum (https://www.fulcrumapp.com/) - to support special populations, including inmates and other users who do not have access to computers or the internet.

Omid forwarded the full email thread from Mitch to the CCCApply Redesign team for consideration.  See below.

Thank you for the idea, Mitch.

Dear CCCApply Redesign group, please see the ideas below regarding residency date and also offline application capture.

Thanks.

Omid.

Hello Omid,

One more idea with the CCCApply application redesign:

Develop a way to collect application data without an internet connection.

A&R staff need the ability to capture application data in remote locations and in jails where an internet connection is not available.

If we build an app that could collect this data and later generate a CCCID that would be ideal!  I have seen a similar concept of offline data collection with this product:

As always, thank you for your time!

Hi Mitch.

Excellent idea!  I will propose it to our legislative group.

Thanks much.

Hello Omid,

In our discussion about simplifying the online application, it would be great if we could tackle the residency determination date for all colleges. This non-programming related fix would make a huge difference for the student experience.

Thank you,

Mitch

Hello Omid,

My name is Mitch Leahy and I serve on the CCCApply Steering Committee as the secretary. I know there is great interest with simplifying the online application process and providing greater mobility for online students so they can enroll in multiple colleges at once.

One tweak to how we handle residency could allow us to simplify the application process greatly! Currently, the residency determination date for all community colleges is one year and one day prior to the start date of the college that the student is attending. Please refer to: http://extranet.cccco.edu/Portals/1/CFFP/Fiscal_Services/Attndc_Acctg/Residency/Residency_Overview_Document_2013.pdf

What if we could petition to change this requirement and make a standard residency determination date of July 1 for ALL community colleges?

In theory, this would allow a student to submit one application per fiscal year that could be reused between colleges for multiple semesters within a fiscal year.  The student would simply login to the CCCApply account and indicate which colleges they would like to attend with their ONE submitted application.

I recognize that many criticize how long the application takes to complete. Unfortunately, there are many legal mandates tied to why we ask so many questions. However, I think this change to the residency determination date could be a game changer and improve the student experience.

I am not sure how much influence you have over this issue but from your presentation at the CCCApply Workshop a few weeks ago I could tell that you are keenly interested in streamlining things for students.

Thank you for your time!
