2016-40: Revise OpenCCC Account Confirmation Email Text

Problem Statement:

The text/language in the current OpenCCC Account Creation Confirmation Email - a system-generated email that goes out to every new Account created by students via CCCApply - needs to be revised to be more generic because now accounts will be created via the Proxy and these students are primarily already enrolled (did not just create account because they applied in CCCApply).

New language is more generic and ready to be replaced.

Proposed Solution

• Replace existing text with new text.
• Replace existing OpenCCC logo with new logo.

2) Replace existing body text with new text;
