Overview

However, the recently passed Assembly Bill 3101 (AB3101) exempts a student seeking to enroll exclusively in career development and college preparation courses, and other courses for which no credit is given, from community college residency classification requirements.

Therefore, the CCCApply application process needs to be updated to collect information/data on all students, provide colleges with an electronic admission application for their non-credit  1) exempt non-credit students from the residency determination, and only collect data that is required by the federal gov, state law, or that is otherwise necessary at the time of application.

Business Need & Legislative Driver

Existing law requires residency determination for every student at the time of admission to a California community college. However, the recently passed Assembly Bill 3101 (AB3101) waives residency-determination (exempts?) for students seeking to enroll exclusively in career development and college preparation courses, and other courses for which no credit is given.

Therefore, the CCCApply application process needs to be updated to:

  • collect information/data on all students
  • provide colleges with an electronic admission application for non-credit students
  • exempt non-credit students from the residency determination
  • only collect data that is required by the federal gov, state law, or that is otherwise necessary at the time of application

By implementing the new non-credit workflow via a different URL, the application will need a non-credit student "self-identifying" question to the application - there will be, in effect, two front doors (URLs) to the same application. The colleges will be responsible for determining who should apply using the Non-Credit Application and for managing and directing students to the non-credit URL.

Product Description

The CCCApply Non-Credit Application is a streamlined, "residency-determination-free", version of the Standard Application, with a unique, college MIS-code branded URL intended explicitly for students enrolling exclusively in non-credit courses. More like a "workflow" than a completely separate application, the non-credit application uses the same infrastructure as the Standard Application - but without residency questions, logic, and residency determination (via the submission calculation service) of the "for credit" application.

  • exempt from the submission calculation service (residency algorithm) including integrity flags, residency area statuses, "residency determination free"
  • Designed in part to address the requirements called out in Assembly Bill 3101
