The CTECC is appointed to serve the college by providing guidance, coordination, and support for all of Lane’s advisory committees.

There are currently 9 different committees formed for 2018-2019, each operating for the purpose of advising and providing guidance to the product manager, the IT development teams, the CCC Technology Center, and the CCC Chancellor's Office. Most of the committees advise the OpenCCCApply product manager individual career and technical programs. Some advise other community-linked programs at the college. The CTECC provides input to the vice-president’s office on programs, advisory committees, and community issues involving career and technical education.

Committees

Sub-committees, or advisory committees, of the CCCApply Steering Committee may be formed at the discretion of the Steering leadership team (Chair, Vice-Chair, Secretary, Product Manager), or a majority of the Steering Committee. Committee members are requested to volunteer to serve on one or more committee in an area that best suits his/her experience or subject matter expertise (SME). All sub-committees must adhere to the constitution of CCCApply and its bylaws.


CCCApply advisory committees assist in the research, design, development and maintenance of the CCCApply applications and ancillary tools/programs, for the purpose of systems by providing support and guidance from college staff users, systemwide administrators, and software developers. The importance of collaboration between research, development, and users to achieve program quality and legislative compliance is reflected in the CCCApply Steering Committee Bylaws & Constitution (currently being updated to align with the 2017/18 CCC Technology Center Initiative Grant Work-plan and project charter.)CCCApply sub-committees support the OpenCCCApply product manager, CCCTC executive director, and development team(s) in areas of special focus and/or general business requirements. 


There are currently 6 different advisory committees proposed for 2018-2019 with objectives to advise and provide guidance to the CCCApply product manager and development team on various aspects of CCCApply program quality, legislative compliance, and/or application user experience from the college and student perspectives. Several committees will focus entirely on CCCApply ancillary systems, such as the Administrator modules & utilities, the CCC Report Center, and the proprietary CCCApply residency algorithm. Several committees are focused entirely on specific systemwide issues (Non-credit Students) and research project outcomes (Spam Filter utility to identify fraudulent applications).

CCCApply advisory committees will provide support and guidance to in the following ways:

  • Conduct research and interpret state and federal guidelines and legislation;
  • Ensure residency algorithm in CCCApply is compliant to state residency rules and regulations;
  • Provide support as subject matter experts on issues such as military, foster youth, citizenship, California residency, etc.
  • Support the product manager in gathering functional requirements for change requests and new features
  • Gather requirements for new features and new versions of CCCApply applications.

Advisory committee

An advisory committee is a group of people, commonly volunteers, who are either internal and/or external stakeholders to a business or organization, who meet to advise the business or organization on issues. An advisory committee is often long term, has no power to make decisions and generally approaches its advisory role by identifying certain issues, investigating and discussing them, and proposing solutions and recommendations. To be effective, an advisory committee should consist of qualified, knowledgeable members who are intrinsically motivated. They should meet regularly and communicate and uphold clearly communicated expectations.

NOTE: It is important for the advisory committee to safeguard against conscious and unconscious biases as it goes about doing it's duties and fulfilling objectives.

What is an Advisory Committee?

An advisory committee is a formally organized committee of participating members from the CCCApply Steering Committee to provide expert advice and assistance to CCCApply's professional-and technical development teams.

The advisory committee serves as a partnership between CCC Tech Center (CCCApply), the CCCApply Steering Committee, and the colleges & districts who have adopted CCCApply to comply with admission application requirements. It is designed to ensure that the CCCApply Admissions Application is compliant, modern, user-friendly, and responsive to the needs of students across California (not sure about this part regarding "workforce".

Advisory committees are an important resource in helping the CCC Technology Center make wise decisions, resulting in the best education technology programs for the residents of California.

What do Committee Members Do?

Advisory Committees

Advisory committees play a critical role in the operation of Lane Community College's professional- technical programs. Through their members, they provide a cross-section of expertise and experience to effectively influence the direction and momentum of Lane programs.

Advisory committees serve as both the champions and gatekeepers of the broader college mission. In this respect, they are bigger than themselves in their ability to influence the quality of the work force today and in the future.

What is Expected of Advisory Committee Members?

Advisory committee members are expected to attend quarterly meetings, suggest agenda items, serve on subcommittees as requested, follow through on assignments and become thoroughly familiar with the educational program.

In addition, in order for advisory committees to operate successfully, the following characteristics are expected of its members:

Participation.
Offer advice, opinions, ideas and recommendations about the educational program in a manner that attempts to reach consensus on issues.

Preparation.
Provide pro-active responses to issues and projects based on thorough preparation prior to meetings.

Professionalism.
Share professional expertise, balance the goals of the educational program and the profession, and maintain confidentiality where appropriate.

Commitment.
Make the committee a time priority, share information openly, and develop recommendations that benefit students, the program, and the college.

Entrepreneurship.
Develop partnerships, obtain resources and recommend new and innovative ways to increase public awareness of college training programs.

How are Members Selected?

Advisory committee members are appointed and approved for three-year terms by Lane Community College's Board of Education. Committee members serve in a voluntary, consultative capacity to the College.

Members are recommended by the College Board, staff, advisory committee members, professional groups and business representatives. Recommendations are based on the potential members' expertise and experience, their enthusiasm toward the career area and their willingness to serve.

Members are also selected with an attempt to balance representation with respect to racial, cultural, ethnic and gender diversity and with consideration of the spectrum of occupations within a particular program.

Gender & AB620 IssuesBill MulrooneyCurrently reviewing the 2013 implementation of AB620 questions in CCCApply Standard Application. Sub-committee last met in October 2015 with members of the Academic Senate, CCC LGBT community, and CCCApply Steering Committee, to discuss issues and change requests that have been submitted for review.In-Progress.
Proposal has been drafted and presented to the state legislature for additional guidance interpreting the bill and better understanding of how CCCApply can and should be updated to meet the changing needs of the LGBT student population.
CCCApply Residency Algorithm ReviewBill MulrooneySuggestions have been made to review the CCCApply residency logic to ensure it is up-to-date, accurate, and meeting the Ed Code and CACCRAO standards for residency in the CCC system. A request was made to have an outside expert review the algorithm; however, due to budget constraints, Steering voted to do an internal sub-committee review first. Based on the findings of the internal review, a second request for external will be presented for approval.NEW. This committee was just approved to begin during the March 3, 2016 steering meeting. Members have not yet been finalized; however a preliminary list of names was taken during the meeting. The issue will be placed on the agenda for the May meeting where the sub-committee members will be confirmed.
Ed Goal Alignment to Programs of Study ProjetKC GreaneyThis project has been discussed many times over the last few years; however it continues to be deferred due to differences of opinions on how it should be approached across the colleges and the Steering Committee. Within the sub-committee itself, several votes for incorporating the CCCCO POS list into the Majors field in the Standard Application versus opposing votes for not incorporating the Chancellor's Office feed and allowing colleges to have more functionality within the Administrator.Stalled. This project has been stalled for several months due to differing opinions and needs across the Steering Committee and the colleges in general.
MIS Code / Data Field Alignment MatrixMitch LeahyThis project would produce a matrix aligning each question and data field on the CCCApply Standard Application to corresponding MIS codes and reporting requirements. The purpose of this alignment is to ensure that the questions and data fields being presented in the Standard Application are accurate and compliant with MIS reporting requirements, including response values aligning to MIS reporting values.In-Progress. This is a labor intensive project that requires extensive research and ongoing updates. According to the last update from the sub-committee, it is slowly reaching completion but currently only being worked on as time permits.
Develop Non-Credit ApplicationAlicia TerryThis project included a review of the technical and legal requirements for developing a separate "non-credit" version of the Standard Application that is shorter and less time-consuming for non-credit students, seniors, and students who are not computer literate. The objective was to create a "short form" type electronic application to better serve this student demographic.DECLINED. Per the CCCCO residency expert, Elias Regalado, and CCCCO Legal opinion, a non-credit application would not be functionally or fiscally recommended because non-credit students still have to be classified for residency when applying to a California Community College. According to Elias, every question on the Standard Application, save for the Needs & Interests, and some other supplemental questions, are required for ALL applicants, regardless of their education goal or non-credit status. Colleges should be classifying all students based on the CCCApply residency algorithm or equivalent before admission to their college.
Document Gathering Tool (Workflow Engine)Bill MulrooneyThe purpose of this committee is to gather requirements to add a document gathering tool to the CCCApply Administrator.This committee deferred this enhancement to the new Student Services Portal (MyPath).
