Release Summary

New Login process to support consolidated ccctc accounts for end-users of Fraud Guard Application.
Implemented SSID and DMV Wallet fields into the payload sent to Ethos-enabled colleges when delivering applications.
Updated the nightly synchronization process to ensure applications submitted during SIS down times are delivered once the SIS is back online.
Added an enhancement that allows students who have previously applied to a college to reuse their past application, resulting in a better user experience for students.

Updates to the Conductor workflow to allow for MMPS and Application Delivery to run on separate workflows. This reduces stalled workflows started by the submitSelfReportedDataTask.
Updates to Conductor to ensure that the CVCOEI Transfer/Share Application workflow consistently runs successfully.
Updates to the canvas-api and conductor-ui to fix a crash loop problem that was found in the Pilot environment.
