Background Information on 2013 CCCApply Implementation to Address AB620 SUMMARY: In September 2013, the CCCApply Standard application was updated to comply with AB620. Two new data fields, 'Transgender' and 'Sexual Orientation', were added to the Gender section in the Personal Information page. Disclosure language was added and specifications around how the data would be collected and sent to the Chancellor's Office were stipulated. The two fields added to CCCApply, Transgender and Sexual Orientation are NOT downloadable fields. Colleges and members of the CCC LGBT community are requesting that the AB620 implementation in CCCApply be updated in the Standard Application. They feel the data fields, including the Gender field, do not accurately represent the diverse audience they are trying to reach and suggest revisions to the response values and a change to the layout of the placement of the 'Transgender' and 'Sexual Orientation' fields - the two AB620 fields. Their current placement may be perceived as a separation between the mainstream idea of what gender is and what the target audience may identify gender as.
NOTE: In CCCApply, the data fields and language of AB620 only appears to applicants who are 19 years old or older (non-minors). This is determined by the applicant's date of birth and the current date. This layout change only pertains to the version for non-minors.
Full Change Request Currently Under Review by Sub-Committee This change request is a sub-set of the original change request proposed to the Steering Committee in September 2015. Read the full change request (2016-07) which includes changes to the data field response options and is currently deferred and under review by a sub-committee of Steering. Sub-committee resolved to draft a resolution to call for changes to the MIS Gender data element to better align with changes proposed for CCCApply. Resolution has already been drafted. |
The layout of the Gender / AB620 section in the CCCApply standard application be revised to move the Transgender data field menu up on the page adjacent to the Gender data field menu (on the same line). The purpose of this change is to ensure that all students, regardless of their gender, feel equally represented and do not feel marginalized by the positioning the traditional gender types (male and female) "above" the transgender students. This change pertains to the Gender and Transgender fields only. There is no change requested to the position of the Sexual Orientation data field menu and no changes proposed to the data field specifications themselves. (See the original change request that was proposed to Steering in September 2015 - currently deferred and under review by sub-committee.)
NOTE: All requirements and approved change specifications pertain to the NON-MINOR version of the Gender section. Minors will continue to see the Gender question only, and the AB620 language and data fields will remain hidden to minors on screen.

Current Coding Logic for Minor vs. Non-Minor We take the DOB, add 18 years to it, and see if that is after the RDD. As far as the code is concerned, we are looking to see if they are 18 or older to show them the AB620 fields. If they are under 18 (e.g. 17 + 365 days or less) then we consider them a minor and don't show the questions. We are keeping the current logic and not making any changes. |

There are no changes to field logic and/or residency logic as a result of this change request/specification.
To be clear, do not display the transgender or sexual orientation AB620 questions to minors. Whatever a minor sees right now should remain the same, which is just the gender question. Since minors see the gender identity and gender expression hyperlinks today, that logic will remain as is with no changes. |
